Government should conduct a gender audit of national education strategies which should be complemented by gender-responsive budgeting. A few schemes in states of the likes of Ladli Scheme and Bhagyalakshmi Scheme are some notable initiatives from state governments in this regard.

Open residential schools for girls from economically backward classes. Deploy retired healthy and academically endowed personnel in the age groups of 58 to 70 years drawing pensions from govt at such schools to ensure safety of girls at such residential schools. Qualified teachers should be employed for regular academics, while retired personnel should be deployed for administration, vocational and spiritual education. The step will benefit the retired people also

anganwadi workers to be trained to provide basic education for children, guide them for higher studies. they can be given incentives, value points & rewards for each child they guide & take to higher classes. salaries to be refined & to selection criteria of anganwadi workers should include minimal educational qualification & communicative skills. they can also be provided basic training before recruitment.

Encourage citizens to adopt children from economically backward classes in their near vicinity areas. Money spent on education of these student viz. fees, books and uniform, should be eligible for income tax rebate. This amount should be deduced from the education cess currently charged as IT surcharge. All govt., Aided and private schools should directly load details of such payments IT portal with ref to the PAN no of the donor. All such payments should preferably be received thru RTGS.

One thing that can be done is to organise special camps every three or four months for 7-14 days, where skills like sewing , and other handicarfts can be taught. Teach them how they can make money from it. It will be a great motivator for those who think there is no use for Girl education. They will send their girls to school at least for that. And make it only for those people who attended at least 50% of classes. These things can be delegated to NGOs.

Though I do not live in Bihar, I belong to Bihar. Nitish govt step to provide cycles to girls was a great move. It helped the girls to be free and independent. They could go to schools which was 4-5 Km from them. No dependence on Parents for taking them there or giving them money.
