First of all the Gov of India should bring a bill in the parliament on water (clean water act), in it there should be laws and regulations framed out. It can be framed out by the students of IIM's, IIT'S and other universities by giving them a project. As specially the engineering students do projects in the final yr. The Gov. should instruct all the universities to submit a project report on Crafting "Clean Water act".

The Govt. can work on PPP model based on my patent on " a method for construction for rivers, canals and waterways to protect them from sewage and industrial effluents". It can clean the Ganga more effectively, simply and cheaply than constructing several ETP along the stretch of Ganga. Recently the World Bank has sanctioned $1.3 billion for the Ganga project which envisages building several ETP and other works, which can be diverted effectively. Please see PDF for patent details:

NGOs like Red Cross that have deep penetration should be involved in creating awareness among the populations along the most polluted stretches of Ganga. Fixed dustbins for collection of garbage should be ensured. All drains and effluents should be immediately blocked and STPs set up through fines on such polluters. At certain places river banks should be fenced to restrict approach. Toilets/baths should be built at safe distance from the river. Traffic police should fine polluters.

Create a new channel of the river Ganga outside of Varanasi with proper river embankments for human associated activities after which the waste can be easily collected with the flow of water at a narrow point before the outlet and can be treated or disposed safely without polluting the whole river in the city of Varanasi. This boosts up tourism in the clean ancient Varanasi city and creates new economic activity at the new planned location and is of manageable scale.

Every river is having self purifying mechanism. Discharging of Pujan samagris is not an issue, provided they are not in larger volume. In fact, such bio-degradable items are the food for the living items in the river. The issue is mixing of plastics and other non-degradable items with pujan samagris. We can create a submersible nets in such ghats, where pujan samagris pollutants are discharged. The nets can be cleaned at regular intervals.Create awareness on safe discharge of pujan samagris.
