Though there have been significant gains in literacy rates, large gender, social and regional disparities in literacy levels persist. The gains in literacy levels are due to success of the adult education programmes and improvements in primary schooling. However, there is a further need to enhance the literacy levels of the socially marginalized groups and those living in rural areas through interventions of adult education programmes and open schooling systems. This theme seeks to elicit views on how we achieve faster progress in reducing the existing disparities in literacy levels.

Suggestion for more safety and comfort in trains: 1. All doors of the train should be automated, opening of the doors should not be allowed while train is running. 2. Make airplane like chairs in the train, instead of birth. Increase the speed of train upto the airplane. Time matters !! 3. Baggages should be handled by railways using the automated process. 4. No outside food or anything else should be allowed inside the train.

Suggestion for more cleanliness in trains: 1. Use only Bio toilets. 2. Use camera's inside trains for security, and the person creating mess or making the train dirty should be heavily charged, charges should be 100 times in multiple of the charge he is paying to travel for the seat. 3. Baggers and Unknown people should never be allowed in trains. This also makes train dirty and unhealthy.

Suggestion for making indian railways the true backbone of our country: 1. Instead of creating only third line across india, consider building third, forth, fifth, sixth lines together across india, it will save much of the money wrongly wasted doing the same thing again and again. Identify certain routes joining entire india, instead of laying lines throughout. 2. Divide the railway stations similar to airport, only passengers should be allowed to get to the train.

Suggestion for making indian railways earn for itself (energy conservation) 1. Cover each station roof with custom designed solar panels 2. cover the roof of each train with custome designed solar panels. 3. Use "Transparent Solar Panels" for windows of trains. Sign MOU with Michigan State University to licence the technology. 4. Upload the energy generated in between to the grid link which should be situated at each station

One thing also I want to mention, Government spends a large amount of revenue receipts as scholarships in primary schools. I want to say that this also must be distributed on the financial basis. This will be tool for the finance ministry to make less the revenue deficit.

I only have to say that, the system of not failing the students till class 8th must be finished. We are only enrolling the students, quality of the education has been lost. And yes, Pooran Jangir Ji, I am fully satisfied with you, reservation system should be on the financial basis not on cast system..

why quota system is only applicable on SCs,STs & minorities & not on BPL people?? mai sirf itna kehna chahta hun ki quota system gareeb logo k liye bannna chahiye na ki unn logo k liye jo SCs STs me aate h kyoki SCs STs me sabhi logo ki finanacial position kharab nhi hoti n in real terms quota should be provided to the children who are not able to pursue their higher education due to financial problem and quota should be provided to BPL card holders rather than any paticular community......

Indian Railway Sleeper Coahes to be modified with Xtra pluck for recharging of mobile phone ,lapto etc. and toilets shoud have steel mug attached with chain for this purpose

Hi Mr. President, I have heard from someone your dream is to make digital India. I would suggest you to make those product works by solar power. In India, we always have hot weather around 80 to 85 but I have not seen any solar light on the street or any places. I am in USA and here is not always hot weather like India. US government often try to develop multiple things that work by solar. They are using more solar rays and even they are planning to use the solar system on parking. we must use.
