Though there have been significant gains in literacy rates, large gender, social and regional disparities in literacy levels persist. The gains in literacy levels are due to success of the adult education programmes and improvements in primary schooling. However, there is a further need to enhance the literacy levels of the socially marginalized groups and those living in rural areas through interventions of adult education programmes and open schooling systems. This theme seeks to elicit views on how we achieve faster progress in reducing the existing disparities in literacy levels.

People often depends on private money lenders and Chit funds for loans and other financial needs, where they will be cheated or charge exorbitant rate of interest. Same time habit of saving is very poor in low and medium income families.To resolve this issue the Government (with participation of people) initiate micro level financial institutions to promote (i) Savings (ii) advance loans at reasonable terms and (iii)to promote small scale industry/ business by self help groups

In 1993, Times of India has announced an open fellowship on any topic of National Interest , I choose education as the topic of National Interest and submitted my project titled as ' Professional Orientation to School Education' but the same could not make the grade. This project still seems to be viable within the existing system of education ,I wish that this should be debated and if found merit than should be implemented.

In the groups there should be "Defense" too. Please add that. There may be some who have very valuable ideas. Those are also the areas where we lack the ideas most. For example some time ago we had militants holed up in abandoned army bunkers. Is it so difficult to catch them alive by lobbing chloroform like gases/liquids? Such arrests have uses. Prime minister had suggested in his Independence day address for DRDO scientists to go border to provide solutions. They can do this. pepper granades?
