The tendency to spend at the end of every financial year should be done away with. Money should not be spent just for the sake of spending and taking up those works which are already in good condition. The money allotted should be spent wisely as and when actually needed to be spent. This is particularly happening in the civil engineering, roads, etc.

To improve operational efficiency of expenditures we need to do the followings.. 1. Fix the purpose of the expenditures. 2. Prepare the framework of the outcome/fulfilment of the purpose. (Framework will include monetary and non monetary purposes but unit should be proper ) . 3. Efficient and effective Internal control to ensure expenditure has been incurred and expected outcome has been derived. 4. GFR 2005 is a basic regulation to regulate public expenditure. but it is breeding un-necessary cumbersome bureacratic procedures in government bodies. for every drawal of money by employees, he is asked to submit documentary proofs. replace it by TRUST THE EMPLOYEE provision in GFR, in which employee will not give documents of spending but will declare that i have spent this much money and if my submission is found to false, then i will be liable for departmental and criminal proceedings.
