Dept of Expenditure issues instructions on Expenditure Management – Economy Measures and Rationalization of Expenditure (OM No. 7(2)/E.Coord/2013 dated 18.09.2013). Secretaries are fully responsible to ensure compliance of these measures. No ministry/dept takes these instructions seriously. Bureau of Indian Standards have taken a stand that these instructions are not applicable on it as it is not funded by the Govt. If there is no discipline in expenditure then no useful purpose will be served.

Dear Modiji, One thing which can reduce admin costs immediately is to avoid all paperwork and get them to e-governance. If the govt offices do this with complete interlinking across the country, this will bring costs down by at least 30% overall. Yes during first 2 years you may need to invest or have a BOT model but after that it becomes so smooth and normal. This will also help the digital india movement as there is no other organization who can reach so far deep into common man.

every govt dept. both state & central purchase a lot of items from market following applicable govt. purchase rules. if govt make it rule that purchase from online e-commerce websites viz amazon,flipkart,ebay,snapdeal,etc is also permitted then there will be tremendous reduction in prices of items. it will be faster & secure also. this measure will save a lot of govt. money & corruption can be controlled.

The fuel allowances given by Government as well as some PSUs should be immediately stopped as it encourages travel by own vehicle thereby increases more fuel consumption adds more pollutants to environment and decreases precious foreign exchange.

SIR, THE FOREIGN DEFENCE MANUFACTURERS HAVE NO INTEREST IN MANUFACTURING EQUIPMENTS IN OUR COUNTRY.THEY KNOW THAT UNTIL WE DEVELOP OUR OWN REQUIREMENTS OURSELVES, WE WILL ALWAYS BE DEPENDENT ON THEM FOR ALL OUR MILITARY REQUIREMENTS.SO WHEN THERE IS NO COMPULSION TO MANUFACTURE IN OUR COUNTRY THEY WILL JUST KEEP MAKING US A FOOL AND WOULD NOT MANUFACTURE HERE IN OUR COUNTRY.

IF WE DON'T STOP EXCESSIVELY EXPENSIVE MILITARY AND CIVILIAN IMPORTS, THEN NOT ONLY PRICE WILL RISE DUE TO THE RISING VALUE OF DOLLAR AGAINST THE INDIAN RUPEE,BUT ALSO THE MANUFACTURING SECTOR WILL BE TOTALLY DESTROYED. IT IS HIGH TIME THAT WE STAND UP FOR OURSELVES,AND START MAKING ALL TYPES OF MILITARY AND CIVILIAN EQUIPMENTS OURSELVES. WE MUST NOT RELY ON FOREIGNERS THEY ONLY COME HERE IN OUR COUNTRY TO MAKE PROFIT OUT OF US.NONE OF THEM WILL GIVE THEIR VALUABLE TECHNOLOGY TO US.

SIR, WE SHOULD STOP ALL IMPORTS ESPECIALLY EXTREMELY EXPENSIVE MILITARY IMPORTS LIKE AIRCRAFT AND ALSO VERY EXPENSIVE CIVILIAN IMPORTS LIKE BULLET TRAINS FROM JAPAN AND CHINA. WE SHOULD RATHER INVEST THIS PUBLIC MONEY IN DEVELOPING OUR OWN REQUIREMENTS OURSELVES. THIS IS THE PRIME REASON WHY WE HAVE FISCAL DEFICIT,THAT IS WE IMPORT TOO MUCH AND HENCE HAVE TO RELY ON FOREIGN FUNDS(FDI) FOR RUNNING OUR COUNTRY.

GOI must adopt a zero based budgeting system. The present system is to add a percentage to the previous year income and expenditure and present the next year budget. This system should be replaced by the zero based budgeting system.
