First of all, the answer of d i.e.root cause for challenges in any process of govt dept is corruption and slow process.The birth and death certificates shall be applied and available to citizens online only and original certificates shall be allowed to be downloaded or shall be sent to applicants through post to their residence.In addition to this,all these certificates shall be linked to AADHAR card in order to prevent making fake certificates.

3. SMS facility and online registration will enable each and everyone to register voluntarily death and birth occuring in their families. And facility to be made that after registering within 15 days their certificates will be given by concerned authority either by posts or taken by individuals themselves.
4. At present due to lengthy process of registration individuals prefer to pass it rather than follow it. If it can be done without going to authority in person then individuals will do it.

1. Birth registration is necessary as it will provide time and date of birth of that person in his/her certificate which is used as DOB certificate during admission in schools, in availing benefits of government schemes.
2. Similarly death certificates is necessary as it will help government identifying the deceased and they can block the pensions of deceased and save the money.
3. An online portal to be made in which persons can register from their home and SMS facility can also be started.

We Indians are least abusers of law.we abide by only when premium is attached with it.if following or not following does not affect us directly till then we don't abide by it.so as far as registration of birth and death is concerned,It must be conditioned upon for getting any benefit from govt.presently people are not realising its importance per se.

So by providing a systematic layout of requirements in the portal with the help of
1. The Applicants.
2.Administrative Department who will implement the portal.
3.Government official involved for issue of certificates(The approval authority).
4. Registered user of the online portal.
5. Statistical departments*.(who will use the stored data).
can reduced the certificates issue time into hours.

UID based smart application will authenticate and validate the identity of the applicant from the ADHAR database. So by providing a systematic layout of requirements it make the applicant eligible to get the certificates immediately after submission. As the sam kind of concept is applied in PAN CARD issue so what I feel it can be implemented.

The issue of certificates like birth, marriage, death,legalhair are the responsibility of the e-municipality and e-district mmp under eGov scheme. What I observed from my experiences that it takes around 7 to 20 days to issue a certificate based upon the understanding and formalities. So my Idea is to develop an UID based smart application which will reduced the certificates issue time into hours.

A)BIRTH REGISTRATION IS COMPULSORY FOR SCHOOL ADMISSION,COMPETITIVE EXAMS. SCHOOL ADMISSION WOULD BE DIFFICULT IF A CITIZEN DOESNOT HAVE BIRTH CERTIFICATE.
B)DEATH REGISTRATION IS COMPULSORY TO CLOSE ALL RELEVANT BANK ACCOUNTS,TRANSFER OF THESE ACCOUNTS.
C)AADHAR REGISTRATION COMPULSORY TO AVAIL ALL BENEFITS AT THE PLACE OF BIRTH ITSELF INDICATING DATE OF BIRTH
D) DATE OF BIRTH IS SUBJECTED TO FIDELITY,PEOPLE ARE CHANGING IT. AADHAR REGISTRATION WILL SAVE
