Registration of Births, Deaths and Still Births in India is mandatory with the enactment of Registration of Births and Deaths Act (RBD Act), 1969 and is done as per the place of occurrence of the event. But the system for application and generation of Birth and/or Death certificate which is called Civil Registration System is facing challenges in ensuring prompt services delivery to the public.

Hence the Government of India has decided to introduce transformational changes in the system through an IT enabled backbone leading to Registration of Births and Deaths in the country on a near real time basis. The implementation of such reforms are conceived at the local level within the respective State/UT Governments who are required as per law/rules to undertake the implementation. For this purpose we have decided to leverage discussion forum to take feedback from the general public and identify key problems, assess the gaps and take suggestions on improvement of the contemporary process of registration of Births & Deaths and issue of certificates.

Following are the issues for discussion in MyGov platform:
a) What is the utility of Birth Registration? What happens if a citizen does not have Birth Certificate?
b) What is the utility of Death Registration? What happens if a citizen does not have Death Certificate?
c) How can process of birth and death registration be made so simple and important that citizens will voluntarily register birth and death occurring in their families and will also assist and educate other families to do the same?
d) Are there any issues or challenges in the current birth and death registration process? If yes what is the root-cause of such challenges? How can these issues be resolved?

Solution for Birth Registration :- First, give registration number to Maternity doctors and nurses. Second, Link their clinic/hospital system with government through Information Technology. Third, make registered maternity doctors/nurses (who handles the delivery case) liable to issue temporary Aadhar number to new born. Since child has temporary number now so its in a count. But as fourth step, ask parent to get permanent Aadhar number. Thanks.

EACH & EVERY HUMAN BORN IRRESPECTIVE WHERE HE/SHE IS BORN IN INDIA AT THE TIME OF BIRTH HE MUST GET THE REGISTRATION OF ADDHAR UID WITH BIOMETRIC , NAMES AND PARENTS PHOTO WITH HIM /HER SO IN FUTURE ALL PROCESS WILL BE HASSLE FREE WHICH MUST BE CENTRALIZED WITH CENTRAL GOV ,SAME IN CASE OF DEATH BUT WITH A CENTRAL REGISTRATION WITH A TIME BOUND SYSTEM SO NO DUPLICATION

For c) and d) technology must be used for registration of the child at the point where the birth occurs. This service of birth registrations must also be available at the point of Aanganwadi service providers where the child will get services. Additionally, no child should be denied medical or any emergency service in the absence of these records. Assitance must be provided to such children and family to help with registration specially where the records of parents are already available.

For a) Every nation must have records on inflow and outflow of people, temporary and permanent, with various causes, for better management of resources. That is the crucial need for birth registration. Absence of it is problematic for planning / resource management, and security - external and internal.

I think birth certificate is very important because by this it is easy to calculate the number of child born in a particular year but it should not mandatory for taking admission in schools because in India many of parents are not aware about the value of birth certificate. many of children not able to get admission because of it. any child should get admission through his parents identity proof but it doesn't meant that
