Registration of Births, Deaths and Still Births in India is mandatory with the enactment of Registration of Births and Deaths Act (RBD Act), 1969 and is done as per the place of occurrence of the event. But the system for application and generation of Birth and/or Death certificate which is called Civil Registration System is facing challenges in ensuring prompt services delivery to the public.

Hence the Government of India has decided to introduce transformational changes in the system through an IT enabled backbone leading to Registration of Births and Deaths in the country on a near real time basis. The implementation of such reforms are conceived at the local level within the respective State/UT Governments who are required as per law/rules to undertake the implementation. For this purpose we have decided to leverage discussion forum to take feedback from the general public and identify key problems, assess the gaps and take suggestions on improvement of the contemporary process of registration of Births & Deaths and issue of certificates.

Following are the issues for discussion in MyGov platform:
a) What is the utility of Birth Registration? What happens if a citizen does not have Birth Certificate?
b) What is the utility of Death Registration? What happens if a citizen does not have Death Certificate?
c) How can process of birth and death registration be made so simple and important that citizens will voluntarily register birth and death occurring in their families and will also assist and educate other families to do the same?
d) Are there any issues or challenges in the current birth and death registration process? If yes what is the root-cause of such challenges? How can these issues be resolved?

Dear Sir, first control to our government staff. when you go to the BMC & nurse for born certificate then they are ask money. kindly create a free registration link for birth & deaths register online free. one rule create online is mandatory for registration. we are most off the problem fount in village there not count because there children born at home % someone death in village not ask postmodern report they are go to samshan ghat there no any one ask to them death certificate.

Additional point Please immediately put forward population control schemes & popularise them. The population in our country is bursting at its seams. We cannot take so much of undernourished and over populated situations. This results in too much of overcrowding, pollution, jobless/unemployment, lack of respect, lack of housing/shelter, low per capita GDP, high consumption of cheap & adulterated products, fly-by-night operators. For Developed-India, population control is a must. Thanks

One of the suggestions is to register online when women is pregnant , basic documentation can be done and unique id is generated , Hospitals can load data to verify the entry. also birth at home, two people with aadhaar card can verify it. there should be restriction on how many can birth each aadhaar card can verify it.

Right now registration is state subject. It should be made a central subject and its not straight forward as government project. Its say within 21 days but lot of places they register between 15 and 21 days. THey ask for letter from prominent person from the society, registration happen only 4 hours a day in noida, lot of local documentation without sanctity. making things complex and a poor person just skips it.

Answers to the questions- a) Birth registration is a certificate of existence in this world. Hence it is a mandatory identifier. What can be done is to take (after medical advice) finger printing of the new born baby for immediate registration. If the citizen does not have a birth certificate then a lot of bonafide certificates would be null and void such as the ration card, adhar, voter id, etc. c) Instant finger printing at hospitals of the babies. d) Yes - most municipalities are corrupt.

Mahoday bachha jab garv me pal raha ho us samay hi registration karwaya jai,aur us maa ko har prakar ki sahayta ki jai,jisse bacche ka record bhi govt.ke pas rahega ewam sishu mritua dar me kafi kami ayegi,har maa ki god bharai rasam ke rup me suraksha kit di jai.

Birth registration should be accompanied with ADHAAR of only mother. In case of death registration the adhaar of deceased should be considered. In the database of adhaar of deceased it should be written that he/she is dead.

In Case Of Birth Registration Adhaar number of both the parents should be made mandatory,while in case of death it should be done with the adhaar numbers of all the legal hiers....So should also be done in case of property registrations & marriage registrations.
