Registration of Births, Deaths and Still Births in India is mandatory with the enactment of Registration of Births and Deaths Act (RBD Act), 1969 and is done as per the place of occurrence of the event. But the system for application and generation of Birth and/or Death certificate which is called Civil Registration System is facing challenges in ensuring prompt services delivery to the public.

Hence the Government of India has decided to introduce transformational changes in the system through an IT enabled backbone leading to Registration of Births and Deaths in the country on a near real time basis. The implementation of such reforms are conceived at the local level within the respective State/UT Governments who are required as per law/rules to undertake the implementation. For this purpose we have decided to leverage discussion forum to take feedback from the general public and identify key problems, assess the gaps and take suggestions on improvement of the contemporary process of registration of Births & Deaths and issue of certificates.

Following are the issues for discussion in MyGov platform:
a) What is the utility of Birth Registration? What happens if a citizen does not have Birth Certificate?
b) What is the utility of Death Registration? What happens if a citizen does not have Death Certificate?
c) How can process of birth and death registration be made so simple and important that citizens will voluntarily register birth and death occurring in their families and will also assist and educate other families to do the same?
d) Are there any issues or challenges in the current birth and death registration process? If yes what is the root-cause of such challenges? How can these issues be resolved?

Birth registration is required very much needed nowadays because without it one cannot admit in schools and according to our wide literacy program by national government it is not facing such challenges like death registrations. Though I should mention in places where literacy and poverty is a problem while registering for Voter Card or Aadhar card Birth Certificates if is made mandatory as document it will do good. Regarding Death registrations many don't give importance so it is challenge.

Utility of Birth registration:direct correlation to basic education, govt benefits (as available) and for govt. to track its population. Utility of death registration:if someone has to pass on title, assets etc. to family, this is relevant. Voluntary registration is not effective in any country.We should compare the process in countries where the process is automated and mandatory highlighting benefits and adopt same. The challenge is:Bribery, less accountability.Make the process automated.

For making it mandatory for registration of births and deaths a 15 days time to apply for it should be given. It should be made a rule that if there is a lapse of one day also after 15 days then a huge amount of fine to be leavied on each day pending. Like Rs. 500 or so per day. Seeing such a matter people will themselves come forward for registration.(Huge amount of fine is necessary. Minimal amount wont do anything.)

For making simple ways to register births and deaths should be made online with scans of written aproval of the medical officer incharge of the area and adhar card of both the parents for the birth of a child and adhar card of the person who died must be a mandatory requirement. Certificates to be provided online.

Every Birth and death certificate should be free one is happiness and the other sorrow.At birth the mother should be able to get a registration done with biomatrics and Aadhaar based on hospital certificate and acknowledged by dept.This can further help in tracking health and medical requirements which are mandatory for the child Upto admission to school. Death certificate also should be acknowledged by finger print at least at crematorium with doctors certificate.

Every hospital should be given responsibility to register every birth Online with parents ID proof and then the e-certificate should be given to parents with attestation..This process may be neglected in some hospital so in order to implement it successfully the govt authority shuould make a law that all the fees payment for birth should be through DD or cheque-favouring Govt Authority Only.so that the hospital can claim money only after registering online..This can also curb excess fees mafia.

In Case Of Birth Registration Adhaar number of both the parents should be made mandatory,while in case of death it should be done with the adhaar numbers of all the legal hiers....So should also be done in case of property registrations & marriage registrations.

Birth Certificate registration process must be in the Way of Online & Aadhaar No of one of his/her parents should be mandatory at the time of Applying.that can help to prevent the Child thieving.
