Contd In my opinion it is the duty of the state to take care of the welfare of the People If we want to improve the air pollution and also if vehicular we need to Manage the Red light signals AND ANd at the redlight area we need to provide powerful vaccume pumps sucking the exaust and diluting in to water and taking outs air without smoke Just like a Hukka as most of the emissions is at redlight Then we need to make mandatory to have Simikar exaust management in Kitchen every kitchen

contd Now in every household of crores of DELHI Gas is being used in kitchen and emissions CO2 So in that case considering emissions OF KICHEN GAS AND CO2 from humans the emissions of CO2 by vehical is not justified as only pollutant AND THEN SCRAPING 10 YEAR OLD ON THe basis of age without checking for its pollution level is just reminder of Kings Farman And it is against citizens right to preserve gifts And we expect such on the chairs to be the protective of environment Else they

CONTD In the engin we have fuel like diesel or petrol and lubricants But Lubricants burn something like nothing as we notice while servicing that engin oil was same level even after running about 3000 km So the fuel burning is creating pollution BUT WHATVIS BEING SENT outside in the atmosphere from the fuel WHICH IS PURE CARBON PLUS HYDROGEN Hydrogen on burning does not pollute and liberates water But carbon on burning gives CO2 IN DELHI THE CRORES OF POPULATION emitts CO2 carbon dioxi 24*7

CONTD I will give an example in which OBE AMBASSADOR CAR was run as a taxi for 25 years by the grandfather then another 25 years by father and was handed over to the grand Son AND IT WAS FIT TO RUN APPROVED BY THE MOTIR VEHICAL INSPECTOR and never ever gave smoke The engin of a vehical burns fuel which goes in to exaust and in to air around OLD OR A NEW VEHICAL SUCH Emissions iscSAME IT DEOENDS UPON THE HORSEPOWER of the vehical SO A Maruti Suzuki carrying five will pollute less than CRV

CONTD Govt of states advocating for scraping of VEHICALS IN THE NANE OF ENVIRONMENT improvement ARE CREATING ENVIRONMENT HAZZARDS INSTRAD because scrap is more harmful to environment than non The entire rubber parts or body parts of a vehical if scrapped makes environment by because of rotting rubber and rusting body and chesis The diesel vehical can never be scrap I will explain unless some one is interested to SELL MORE VEHICALS TO THE POOR RESIDENTS there is no reason to scrap

CONTD I was given a Car as a gift from my employer for appreciation of my work Since I was given official vehical also so this gift remained generally in Garage All of a sudden I knew that Delhi Govt has decided to scrap all diesel vehicals ten years old Now this gift became TEN YEAR OLDER STAYING MOSTLY IN GARAGE But I can neither use it on ROAD or keep IN GARAGE Govt wants to scrap it IT IS proved in lockdown period that the pollution level was not bad due to vehicals but can not protect

contd This odd even system if calculated theoretically for The number of persons trevelling being same And is the power required to transport is same THE POLLUTION WILL BE SAME Every Mechanical Engineer knows but we had to obey the CM And for me if I want to keep a property as a vehical and I can prove that it is not spreading pollution But if I am living in Delhi it is scrap but in MP it is not scrap nor in Punjab Can we expect any environment improvement in Delhi by such arbitrary rulin

Contd If this is the approach of states that they are free to make environment rule arbitrary THE NATURE WILL FOLLOW THEM At least we expect from the Chief Minister of Delhi who is A Mechanical Engineer to approve environment related rules using his educational qualifications Now recently there had been Covid related lockdown BUT THE POLLUTION LEVEL DID NOT CHANGE MUCH At least this can make us think the Odd Even System Which was just an Harship to vehical owners and public of Delhi suffered

contd In the name of environment ministry IT appears as if the STATE BOUNDRIES agave also been divided amongst states of India The environment rules in Delhi are different than Punjab or even MP IT APEARS THAT THE STATE GOVTS THINK THE POLLUTION OF A STATE WILL NOT ENTER THE BOUNDRY OF ANOTHER STATE because they think they have authority on the environment with in the state and they command sky also Ten year old diesel vehical is banned in Delhi while nit in MP or Punjab Very strange ?

CONTD In Delhi there are other places around Yamuna River or even The Najafgarh Drain It is surprising that the Nazafgarh Drain near Dewarks has DEVELOPED Neturally such a thick forest along this drsin carrying only Sewage water , there even the Neel Gai is seen in abundance The green is so much that lots of birds and even Peacocks live there This has developed naturally because Human Neglected it So whereever there is no motion or presence of the Human traffic the eco system in Delhi is well
