HRD ministry can make some MoUs with Colleges of Germany/UK for Waste management/Bio-Degradation techniques to be taught or else can launch 2 year Diploma Course which works closely with Cleaning Ganga and such students after the course can be employed as Co-Ordinators for SwachBharat programe across country which ensures employment as well.

Ask Environment Science/Waste management students to study on Cleaning Ganga and Waste disposal measures as their Summer Project/Thesis. Provide them with stipend during the time where we can draw huge number of Youngsters. Link their work with Govt.machinery so they actively participate and perform in a professional manner. This can be started by this Summer period onwards. This also may boost morale in the students.

Varanasi can be developed by first developing new city then shift resdential premises to new city. Clear entire area surrounding ancient temples. Stop cremation of dead bodies in open. Only symbolic qty of ashes say 100 gms be allowed to immerse. For holy dip ponds at some distance from river be created by drawing water from river. Old varanasi must be bypassed by series of fly overs connecting to new smart city for mainly tourist on other side of river

FIR under environment Act be filed againstadmistrater of local body if sewer or city waste is discharged in ganga after giving all local authority time period of 1 year to take measures. 0 tolerance against violaters is necessary. Local authority should be given adequate powers to take remedial n punitive measures. Within 100 mts to 500 mts from banks of ganga should be comulsary green zone all structures in this zone should be shifted ,demolished. At varanasi except original temple rest shift

Keeping in mind the religious sentiment of pilgrims, seperate ponds should be made on the ghats filled with gangajal. So that, during any ritual like kawar or asthi visarjan etc people put things in those ponds(which can be cleaned easily time to time) instead of ganga ji. And this should be a strict rule to follow for all.

Stop leaving sewage, industrial wastage and other drainage inputs of Ganga for four months, may it be small drainage from a smallest village stop it right away ..no one is an excuse.. punish anyone even a small boy urinating.. And along with that planning proper drainage grid for entire country that directly leads to Sea.. that solves 70% of water management issues in India not just that.. enforce public to plan rain harvesting.

the river should be divide in parts each under a specially made government body that has to take care of all pollution causing things under its area and authorities should check water's quality and send the information to a centralized body that analyses the data and figure out areas that are causing more pollution compared to the others and make plans to improve the condition.
