The Sethusamudram project to create a shipping channel across the Palk Straits is of both strategic & economic significance for India. Currently. Singapore is serving as the primary landing port for the sub-continent. Commercial /cargo ships travel almost an extra day to go around Srilanka to East/South East. Instead if the Palk Straits shipping channel can be opened up after dredging, Tamil Nadu can become the primary harbour for the entire South East subcontinent.

I agree and respect Hon'ble PM's desire to do small things that are of paramount importance. It does not make sense to draft highly motivating policies which does not change the ground realities. My suggestions are enumerated in the attached file. I will be happy if they are taken into consideration.

All Medical Teachers shold get time bound, experience based Promotion, irrespective of Vacant Posts. Mere requirement of research papers, which are mostly having no value, should not be a bar for there promotion.

Currently the health is the state subject. It should be changed now. The Primary care should be the central government's responsibility. The tertiary care hospitals in the state should be equipped and monitored by central govt. The Secondary health care and child health should be exclusively the state's responsibility. The BPL card holders should approach the recognized Medical College affiliated Hospitals only, thus giving scope for training students. The corporate hospitals should participate

The concept of Lifetime tax for motor vehicles is obsolete.Every motor vehicle should be subject to a yearly motability(including emission) test and issued a fitness certificate on payment of an Annual Motor vehicle tax. All motor vehicle dealers/ distributors/service centres should pass an Online exam stipulated by the Department of transport to obtain authorization to conduct the test and issue the Fitness certificate. The tax collected should be based on the engine cc, emissions & mileage.

A regulatory body that can bring together hospitals and Health Insurance companies under a mutually agreed framework for all services rendered and costs charged is highly desirable in the interest of the common man. In times of hospitalization, citizens are fleeced and subject to maximum harassment both by the hospital as well as by the Insurance company. Insurers should be made to compulsorily declare their preferred list of hospitals in each city/town from their entire list of hospitals.
