we need to use STP approach here very commonly used in MARKETING .we have to segment the population moving further think about those for whom we are designing what are there demands from silk what we called it is targeting further then positioning the product positioning includes where n when to position it from where customers can buy it easily.
a. use latest advertisement techniques
b. make clothes more fashionable

Buy the patent rights and technology of new machinery, technology, methods of large scale production if they are available outside the country. Here are also employ the human resource planning and also take help of Social sciences(like from tata institute of social sciences) degree students or graduates. Choose right people in right rural areas to give them all this machinery or give to those Women self help groups in villages.

To open Design centre and R & D in every silk producing centres LIke Varanasi , Bangalore Bhagalpur , Kolkatta and others places . As per my knowledge At present silk industires do not have R & D and design centres in India .

Basic infrastructure is very poor in silk industries. At present FPT is good. Need good basic infrastructure like quality of yarn, weaving, dyeing and printing then we can talk about design as per market taste .
Govt. should provide finance (interest free loans for 10 -15 years ) to newly and existing silk exporters for establishment of basic infrastructures . then we can improve export .and this industries .

GOVT. SHOULD GIVE PROMINENCE TO SELL (1)INDIAN SILK (2)INDIAN KHADI (3)INDIAN HANDLOOMS IN ON-LINE TRADE / SALE, THAN TO OTHER OTHER PRODUCTS. GIVE ADDITIONAL / EXTRA MARGIN ( ON QTY-WISE SALE BASIS ) TO SELLERS & ADDITIONAL DISCOUNTS TO CUSTOMERS ( besides Festival Discounts ).

EMPLOYEES, TEACHERS & CHILDREN TO WEAR THESE PRODUCTS ON THOSE DAYS.
