A huge amount of Govt. money is spent on subsidy of petroleum products. The Govt. had to spend Rs. 1,39,869 crore on account of subsidy on petroleum products in the year 2013-14. As, the indigenous availability of crude Oil and LPG is limited, these are imported in huge quantities to fulfill the demand of the country.  As Govt. provides domestic LPG and PDS Kerosene on subsidised price, this results in huge subsidy burden on Govt. Due to presence of dual pricing(subsidized and non-subsidized) in LPG and SKO, there is a diversion of subsidized LPG and Kerosene into commercial usage. Although Govt. has taken several initiatives to reduce this diversion of subsidized LPG and PDS Kerosene, public participation is solicited to suggest ways for reducing diversion in LPG and PDS Kerosene.

You are invited to suggest ideas to reduce diversion and the subsidy burden on account of LPG and Kerosene.

Lack of Quantity Rationing: The absence of quantity rationing in consumption further led to unabated increase in consumption of LPG in urban areas. contd..

• However if the Government fails to pass even a smallest portion of the increase in URC through price increase then the target set by FM in this budget in terms of controlling FD and reducing Govt. Exp. will be unsustainable due to a near doubling of subsidy especially on account of LPG and Kerosene and India will miss the bus yet again on meeting its target of pruning subsidy which in its current form has only encouraged inefficiency, adulteration and wastage. contd..

• The subsidy on PDS Kerosene and domestic LPG was supposed to be originally pruned in a progressive manner but on account of crude price volatility coupled with fear of political backlash it has now been kept on hold till 2014. So, the subsidy will continue. contd..

But this system is not followed in the urban areas. Even to bath in hot water, peoples are using either LPG’s or Kerosene. Hence the rate of consumption of LPG’s and the Kerosene are too high. In which peoples are expecting subsidy on them. In order to over come this issue it is very mandatory to find out an alternative source as said by me in above. Because peoples are using fire woods for more consumption of fuel in cooking items. For e.g. I can say, for cooking of rice and idly and the gravy the rate of consumption of fuel will be @ higher side than the other item cooking. In which, the rural peoples are using fire woods for such type of cooking and for less consumption of fuel cooking; they are using LPG’s or Kerosene. contd..

But the availing of LPG’s and Kerosene is less especially in rural areas, peoples are using firewood as an alternative source for cooking. Even, if we compare the utilization of the usage of the LPG and Kerosene between rural and the urban, the consumption of above fuel will be less in urban areas. contd..

Respected Prime Minister Sir, My suggestions to reduce diversion in LPG & Kerosene as follows:- Sir, our peoples are very familiar in using LPG & Kerosene. Its is a very difficult task to change their mind set from availing of these facilities. Sir, my idea is going for with some available alternate resources like utilizing solar energy for cooking system and bio gas. contd..

yes government has to reduce subsidy because people those are rich enough to buy it at higher rate also buying at low rate in which government money is wasted but government has to see that many people are poor so the rate of lpg should be divided amoung rich and poor .by taking a survey of annual income of family.

sh arun jaitley has rightly stated that subsdies in LPG and PNG and CNG should not be given to everyone. OK this is right but please remember that any withdrawal of subsidies will have immediate voter reaction in assembly elections. why VAT, central excise is not withdrawn from fuels. why these taxes are levied for maintaining lakhs of unnecessary corrupt babus. families (wife + husband) with gross annual income of rs 12 lakhs per year may be kept out of fuel subsidies, but not below.

Direct benifit transfer is the best way out. Registering only those who deserve subsidy by online transfer within minutes for limited nos of cylinder is way for justified distribution. When local distributor delivers LPG cylinder at home, he then bargain for prize.Making such distribution legal with proper regulatorary mechanism like making compulsary to provide bill, uniform fixed frize for perticular area/city, delivery in time etc. this will also help to reduce accidents and add respect for calture of safty.
