A huge amount of Govt. money is spent on subsidy of petroleum products. The Govt. had to spend Rs. 1,39,869 crore on account of subsidy on petroleum products in the year 2013-14. ...

A huge amount of Govt. money is spent on subsidy of petroleum products. The Govt. had to spend Rs. 1,39,869 crore on account of subsidy on petroleum products in the year 2013-14. As, the indigenous availability of crude Oil and LPG is limited, these are imported in huge quantities to fulfill the demand of the country. As Govt. provides domestic LPG and PDS Kerosene on subsidised price, this results in huge subsidy burden on Govt. Due to presence of dual pricing(subsidized and non-subsidized) in LPG and SKO, there is a diversion of subsidized LPG and Kerosene into commercial usage. Although Govt. has taken several initiatives to reduce this diversion of subsidized LPG and PDS Kerosene, public participation is solicited to suggest ways for reducing diversion in LPG and PDS Kerosene.

You are invited to suggest ideas to reduce diversion and the subsidy burden on account of LPG and Kerosene.

Modify dates as required - depicted to show an example. Days between refills 40-50 days Subsidy rate - 500 Rs Days between refills 30- 40 days – market rate – 1000Rs Refills Greater than 50 days – discount on subsidy rate – 450Rs Refills Lesser than 35 days – tax on Market rate – 1100Rs This model will entice user to gain max discount, if he uses more he pays more if he uses less he pays less. Leading to a smarter user and a healthier country.

(a) Monitoring - Each citizen needs biometric or similar card (having citizen's status and identity) which when swiped at ration shop or dealer's store updates data in real time in a centralised monitoring system (b) Inspection --Random raids at ration shop or dealer's store or at any where in the distribution chain only by real powerful authority (c) Punishment -- If proved guilty dealer should spend 48 hours in jail and his dealership should be cancelled (d) fast track court to solve such case

The following ideas may be productive to reduce diversion in LPG & Kerosene (File attached) 1. Smart cards- linked with Aadhar cards, be issued to all consumers, smart card readers will be at delivery points to scan the data, finger prints, eye scan 2. All transactions - SMS alerts 3. CCTV cameras- storage / ration depots 4. Vehicles fitted with tracking systems 5. LPG in cities to be piped and metered. 6. Every commercial establishment eligible for LPG cylinder should be assigned an eligibility annual volume based on thee nature of business. Accordingly there should be an 'annual eligibility fee' payable at the beginning of the year as a mandatory Fee. Beyond this the price of LPG Cylinder should be uniform across all segments - commercial or residential.

There is few suggestion to reduce the diversion LPG & Kerosene.- 1. commercial cylinder should made easily available, anyone with valid ID could purchase cylinder from any distributor by depositing security money for cylinder. Similarly, 5KG non subsidies cylinder should be available at every petrol pump as well as some of other store. 2. None subsidies kerosene should be made available in open market. thanks

There is no solution to reduce the diversion.The price must be under control which should be acceptable to all. The Govt. must keep the price affordable to all. Subsidy is a weapon of politics & nothing at all. Who deserves subsidy are not getting it. Those who are unable to pay may be helped in other way by making them capable to pay. Subsidy is not a solution of helping the poor. It makes them lethargic. People must be able to pay & not habitual of subsidy. Govt. must do something on it.

There should be dual pricing like sugar.there should be open market at higher rate for kerosene and LPG .many customers will pay higher price to avoid hassles
