To stop LPG diversion to non-cooking activities, the sale of LPG based water heaters/geysers must be taxed heavily/banned. This will save a lot of subsidized cylinders from being diverted to water heating purpose.

Incremental price increases eg. Rs. 5 a month for subsidized LPG cylinder shall be undertaken so as to minimise the outgo from the government on account of subsidy. This model has worked well in case of HSD as people get time to adjust to higher prices.

The no. of subsidized LPG cylinders may be reduced basis need of each family eg. a family of four does not need 12 subsidized cylinders a year. This may be implemented by providing people an option to give up subsidy partially eg. people should be able to opt for 6/9 subsidized cylinders instead of 12. This will improve participation of people in giving up subsidised cylinders voluntarily as they need not opt for giving up the entire subsidy.

Cost of Pipeline Gas to be reduced. Actually, Pipeline Connection is too costly. Secondly, the cost of Gas per KG is much more than that of LPG, Thirdly Consumption per hour of Pipe Gas is more than LPG as aperture of nozzle is wider in case of Pipeline gas, fourthly - Conversion of Cooking Range system from LPG to Gas is adding cost to the consumer. Under the circumstances, the people are reluctant for the Pipeline connection. i.e. fixed and variable cost are more for the consumer in pipeline

1.Online complaint on domestic cylinder being used in commercial space.Identity of the whistleblower to be protected
2.Homes with Piped Gas connection should not be allowed to avail/continue with LPG cylinder connection till they move to a Non-Piped gas connection
3.Strict law to punish people whose gas cylinder finds way to commercial use
4.Households using LPG's not to be given Kerosene
5.Agency/Delivery person colluding with commercial body & deliver domestic cylinders to them be punished
