Reasons for diversion for A) Kerosene - i) adulteration with diesel ii) illegal export to neighbouring countries. Solution a) reduce price differential with diesel b) replace kerosene entitlements with subsidised LPG connections and Aadhar-based DBT.
B) LPG - i) in industry, ii) automotive fuel.These diversions can be reduced by using decremental subsidy model for DBT,1st 6 cylinders - 100%, next 3 - 50%, nil beyond 9. New Aadhar-based connection on demand & kill non-Aadhar connection over 3 yrs

only way to prevent diversion/pilferage of subsidizedLPG is to implement Anti Pilfer Device. This is already tested for field trials, orders placed , kept in abeyance by UPA Govt. A Rs. 200 equipment positively stopes the diversion. The pilot project must be implemented immediately. This will also prevent the theft of 1 or 2 Kg of gas by the delivery person. this pilot project can be implemented in 2/3 weeks flat. Sure way to reduce LPG subsidy by 30--40 % and user gets full weight cylinder.

Linking with adhar will also let the government know how many people actually need subsidy depending on their earning. This would further reduce the subsidiary burden on the ex chequer

lpg and kerosene should be tagged to adhar cards should be sold at mkt. price from open market and the difference of subsidy and mkt price to be sent directly to the account. This is not fool proof but would reduce diversion considerably. Most diversion would be by the poor people in this case but government can be rest assured that the money subsidised money is not going into mafia. They would put this money back in economy by buying small goods which otherwise they could not have afforded

Subsidy has to be reduced in different phase
Firstly nil subsidy be apply for income group of more than ten lakh per annum in first year
In second year 50 percent subsidy for income group of five lakh to ten lakh

World's turning point in the history of science. In this modern era of technology, there is no machine in the existence which can produce electricity from still water. But I have developed a new method for generation of electricity from still water which is made possible through Gravitational Turbine. I got patent (Patent No.-"401-DEL-2011") for this machine.This machine has endless benefits and advantages. But I need expert person for making a prototype model of this machine. Please help me.
