A huge amount of Govt. money is spent on subsidy of petroleum products. The Govt. had to spend Rs. 1,39,869 crore on account of subsidy on petroleum products in the year 2013-14. As, the indigenous availability of crude Oil and LPG is limited, these are imported in huge quantities to fulfill the demand of the country.  As Govt. provides domestic LPG and PDS Kerosene on subsidised price, this results in huge subsidy burden on Govt. Due to presence of dual pricing(subsidized and non-subsidized) in LPG and SKO, there is a diversion of subsidized LPG and Kerosene into commercial usage. Although Govt. has taken several initiatives to reduce this diversion of subsidized LPG and PDS Kerosene, public participation is solicited to suggest ways for reducing diversion in LPG and PDS Kerosene.

You are invited to suggest ideas to reduce diversion and the subsidy burden on account of LPG and Kerosene.

Central Government must bring out a Law stating that if any citizen is found to be indulging in diversion of LPG/Kerosene, he/should should be sentenced to non-bailable imprisonment for 3 years. Govt should then depute officials of Police, Internal Security, Food & Civil Supplies Departments to conduct periodic surprise checks, concentrating on areas where there is high likelihood of diversion. Those caught must be swiftly put behind bars. This will create a fear in the minds of the wrong-doers.

Speaking from my 10 years of experience in pioneering cutting edge exploration technology in India, I strongly believe that we have a serious issues with our resource exploration policies, what to speak of their implementation. As exploration of resources is the gateway and fundamental to the development of all resources, including Petroleum, it is critical that the Government brings in some drastic reforms in the exploration policy in India.

Biggest problem in petroleum sector facing today is dishonest n corrupt top level officers in some government organization... To put it as simple lot of petroleum specially crude oil we take out is being sold without government knowledge declaring less production which in turn increase our import expenses..we need to have honest people in these position which will help us reduce petroleum prices..by reducing import..

Through DBTL we can only transfer subsidy direct to the consumer's bank a/c if the concerned person voluntarily agrees to share his bank a/c particulars with IOCL. There is no law in India which compels a person to share his bank particulars with others. As such suitable Law/Act has to be made for this purpose which is unlikely as it will be ultra vires of The Constitution. So joining DBTL should be optional. It will in no way minimise misuse of LPG for commercial purposes.

The DBTL Scheme has emerged out of mis-conception. We can only transfer subsidy portion of LPG direct to the consumer's bank a/c if and only if the concerned person voluntarily agrees to share his bank a/c particulars with IOCL. There is no law in India which compels a person to share his bank particulars with others. As such suitable Law or Act has to be made for this purpose which is unlikely as it will be ultra vires of The Constitution. Therefore joining DBTL scheme should be optional.
