Implementation of this system I feel should be very keenly analysed for the pattern of use. Wastages possible must be very accurately analysed and then this system should be implemented in the region as water is a very very precious resource. For residential zones according to my view, limited time of water supply is more than sufficient.

First of all put ban on swimming pools in buildings and bungalows to stop wastage of water.
Second increase tax on water.
Third, promote water harvesting, build reservoirs and wells.
Fourth remove tax benefits to rich people and divert the amount for desalination of sea water.
Fifth and most costly but important is link all rivers.
Also check China to build dam on brahmaaputra river.

The ions will creep along the fields of charged Insulated plates and the compound (NaCl) will reappear in the air at the junction of two L shaped charged Insulated plates. Dissolution of common salt in to water is an endothermic process ,hence when we shall separate common salt from the water , the process will be exothermic. By external electric field ,it is possible to separate ions /NaCl from the solution , without any use of energy, in order to get fresh water for drinking and irrigation ...
