Need to balance use of online digital lessons with face2face interactions with a human teacher. Moocs are great tools for attaining proficiency levels. Now for innovative teaching: Skilled development means ability to know your area of knowledge and be able to be innovative and creative in it. (see dok- depth of knowledge levels-recall, skill, strategic thinking, extended thinking). Create rubrics for curriculum and instruction followed by the classic spiral learning process and evaluation.

Using visual media for adult literacy to raise literacy standards across the country. For India, the digital revolution is key to success as it can ramp up the demand and provide solutions quickly and securely. Moocs to be used for basic proficiency levels so that when students enter college, they are ready for the actual on level course work. Moocs can be used at the school level too (see Khan academy, coursera model for ideas) to ensure basic proficiency at every grade level. Access to moocs through schools/ public libraries/ community centers/ cyber cafes/ personal laptops w wifi connectivity. Poor students can be provided with "coupons" to use a specified number of hours to access their mooc.

Policy should ensure measurable rubrics for excellence: Meritocracy over reservation; economic status over caste or religion should help clean up the current mess- reduce abuse of system and improve true delivery of social justice to the deserving. Ensure quality of teachers by seeing their quality of action research and student engagement. Plug wasteful expenditure (meaningless conferences aka vacations) at university level- instead encourage hosting conferences on site that are meaningful.

in my state govt tries to assure people to keep universities open for 180 days in a year.is it sufficient to create army of kalam or bhabha,which our country needs?the vocationalisation or outsourcing is not the need of hour.we must feel responsible and formulate a education oriented policy rather than making student or teacher oriented policy.with all due respect current education system and policy is a big time failure.we need to value the education and educationist more than anyone.

today the exams are not necessary,home works are not given,no moral education is there.govt schools have no infrastructure and good teachers.students today are not asked to exercise their brain but to just google the things.people studying science have substantially decreased.despite education the level of thinking is so poor and backward.we need to improve the education right from the primary level to the university level.if we fail to improve today we won't have teachers for tomorrow.

education is the key to excel and to progress.for over a decade the education system is continuously been degraded in a planned phased manner.the primary and secondary education were worst hit.we need to restore it to its glorious level.indians are not low IQ masses,we need an education system to increase the potential not just to limit the capability.we need ignited minds not the dormant unused brains.please understand the evolution of education.formulate an education policy for 22nd century.

In a current atmosphere we cannot expect for the govt. to manage university.Earlier also they are total failure in doing so. Govt. Can only give subsidy to poor students. Public private partnership is the need of hour in new education system.

New university should be deemed university type and they should be self funded and self sufficient to fulfill the needs of all types of student. If many universities and colleges open then they will have good competition against themselves and will benifit student .Those colleges or universities are good and job provider then they will get more students.Survival of the fittest type .

- It is promoted that a corporate above a particular size liaise with a school. This will help kids prepare for corporate culture.
