My suggestions are based on day to day practical problems faced by various income tax payers, which can be reduced by implementing very small steps and that will enhance the satisfaction of the tax payer and their confidence on the taxation department. All the suggesstions were divided in various parts as under:
(i) Suggestions for enhancing tax-net,
(ii) Suggestions for Tax Relief etc. and
(iii) Suggestions for Good Governance/ to stop harassment

The financial Year should be made same as Calender Year for Ease of Business & Ease of Living. Hence this Year Budget should be applicable till 31st Dec 2019 (i.e for 9 months only). Our countries economy is mainly Agriculture based & its mainly dependent on Monsoon Rainfall. hence a Calender Year Budget will be more effective & depending on the previous year Rainfall more effective policies can be added to boost the economy in Next Year budget "BUDGET 2020" should be presented on 1st Nov 2019.

Encourage and reward usage of digital currencies
I was very proud when in 2016, our govt implemented demonetization. Although, it created some hardships for people, it was a step in the right direction. Can you please frame policies that will DISCOURAGE usage of cash. May be something like, people cannot deposit cash more than Rs. 5000, for giving licences to small traders and shop keepers, making digital payment systems mandatory.

I wish the government concentrate on having more mobility options for differently abled person in India. So many of us ( I am physically handicap) struggle to move from one place to another due to bad road conditions, no wheelchair accessibility on most places. People like me who are completely wheelchair bound dream to drive hand controlled car but manufacturers are very few and far. Costs are high for modifying cars. Please check youtube video link.

Respected Nirmal Sitaraman (FM) Madam, To, Suggest, put Income tax on Farmers who are enjoying lakhs of Rupees tax free income,specially Politicians and related to politicians.More than Rs. 10L Net income should be taxable for all the Farmers.
2nd - PAN & Aadhar No. should link to Govt Yojanas. No penalty or notice to late ITR file, Hum ITR to file karte hai, to ham e notice mila ta he,kyo penalty nahi lagani cha hi e? if we file late returns. What about those who do not file ITR at all.

abolish dividend distribution tax, withhold tax at the highest rate(of income tax for dividend based on recepient's tax status [individual/corporate/).
1. will reduce effective tax rates for companies.
2. will withhold tax at the rate applicable to the recipient, rather than getting discounted by lower current dividend tax rate.
3. all public limited companies have only demat shares, demat accounts linked with PAN; information on tax status can be made available for entities to withhold tax.

Government want to encourage electronic payment but due to hefty transaction charges shops are are not accepting cards. In the coming budget please address this
