Respected FM, I would like to suggest change of financial yr. It should be from 01 Jan. to 31 Dec. In present system very little time is availble for execution of new and on going projects because the required finance is availble only after April and by the time the work starts, the monsoon arrives, work comes to standstill and some times partly done work is washed away. Labour and supervisor catagory work force is not available because most of them are busy in their domestic work and farming.

Regular cleaning of all HOSPITALS should be undertaken. All Government Hospitals should be made on par with Private hospitals in all respects. JAi HIND.

The transportation of Chemical Fertilizers was exempt under RCM in Service Tax regime. The Similar exemption needs to be extended under GST regime. The fertilizer industry is paying huge amounts of GST under RCM whereas the finished product is subsidized which is exempt from GST, resulting in accumulation of GST paid under RCM. And application for refund of gst is restricted as per the formula given in Rule 89(5) of CGST Rules and also it gives rise to litigations & corruption. Refer attachment.
