In order motivate citizens to be a honest tax payer , i propose the following :
1. Provide medical insurance on workable prorata .
2. Retirement benefits example pension for tax payers.
3. Preference in queues(boarding at the airport, railway booking ,temple dharshans)
4.Any GST paid duirng his earning tenure, a cedit system should be facilitated against any GST payable post retirement.

Madam, In I T Act, penalty under section 271B is being charged, which is half percent of turnover or gross receipts upto a maximum of penalty of Rs. 150000/-. Sometimes, Returns could not be submitted not for the fault of the Assessee but some technical reasons or some unavoidable circumstances. In my opinion, in place of such harsh provisions, some relaxation should be given by charging less penalty for first fifteen days of default and rich should not be given benefit by fixing maximum amount.

Financial accountability & Transparency : When u look at some of the projects which are less than 10 years old (in some cases less than 5 years ) , they look as if its made to break . Leaking drainage pipes , potholes in fly over bridges , broken toilets in public places are very common view .As a country , we are not lacking in quality or raw materials or technology for sturdy built .The actual reason is lack of financial accountability and transparency . I can suggest: put in pl read attach

Make investments in ETFs & Index funds tax-free.
Globally investors invest over 50% of their investments in Index products.
In India, to increase the retail participation in equity, this could be a game changing move.

Tax paying citizens in this country are victimised due to socialist thinking of earlier generation of law makers. Most of the concessions are denied if you pay tax assuming that a tax payer is rich, hence tax payers account only 4 to 6 % of population. To encourage tax payer PAN card to be embedded with chip. On swiping PAN card and if tax is paid or return submitted that year then holder & his family should be given privileges e.g discounts on entrance fee in museums zoo railway restrooms etc.
