sir, there must be some mechanism to understand good and bad impact of new rules, new regulations or new Idea implementation. The central govt , judiciary and President office, can take initiative to establish office and guide all state with study report with local reality before implementing new. failed example 1. rent a cab is not feasible for Indian tourist, 2. rent a house to tourists is also failed ideas, special care if delhi real estate lobby involved, it is nature destruction, sex, casino, drugs. the looser is state, local hotel business, state image. govt also need to be careful to pass parliament laws under the influence of real estate lobby.
