Ministry of Ports, Shipping and Waterways has circulated draft of Indian Ports Bill 2020 for public consultation which will repeal and replace the Indian Ports Act, 1908 (Act No. 15 of 1908)

The draft Indian Ports Bill, 2020, seeks to,inter alia, enable the structured growth and sustainable development of ports to attract investments in the Port sector for optimum utilisation of the Indian Coastline by effective administration and management of ports. The proposed Bill will provide measures to facilitate conservation of ports, taking into account the prevalent situation with respect to the high number of non-operational ports. It shall further ensure greater investment in the Indian maritime and ports sector through the creation of improved, comprehensive regulatory frameworks for the creation of new ports and management of existing ports.

The Bill also seeks to, inter alia, create an enabling environment for the growth and sustained development of the ports sector in India through the following broad methods:

1.Constitution of Maritime Port Regulatory Authority
2.Formulation of the National Port policy and National Port plan in consultation with Coastal State Governments, State Maritime Boards and other stakeholders.
3.Formulation of specialised Adjudicatory Tribunals namely Maritime Ports Tribunal and Maritime Ports Appellate Tribunal to curb any anti-competitive practises in the port sector and act as a speedy and affordable grievance redressal mechanism.

The up-to-date provisions of the proposed Bill would ensure safety, security, pollution control, performance standards and sustainability of Ports. The Bill ensures that all up-to-date conventions/protocols to which India is a party, are also suitably incorporated. This will promote marine safety and security in the true sense. The Bill will fill up the gapsfor achieving scientific development of Ports and Port Network.

The Bill seeks to provide increased opportunities for public and private investments in the Indian maritime and ports sector by way of removing barriers to entry, simplifying processes and establishment of agencies and bodies to plan and enable growth of the ports sector. Enhancing “Ease of Doing Business’,it will provide greater impetus to a self-reliant domestic investment climate in the maritime sector, towards AatmaNirbharBharat initiatives of the Government.

The draft of Indian Ports Bill 2020 is issued for public consultation for seeking the feedback and suggestions.

Port is a part and parcel of trade and economy.it is a point to connect trade from one country to another country.in my view it is open for small trader to sell their goods to another country.second port is related to our cultural heritage to develop it.third port

Following points should be considered while framing any policy or bill about ports. 1. Separate policy should be for natural ports and man made (artificially developed) ports 2. Every ports should target the hinterland ( effect region) 3. Percentage of the Profit should be given for port maintenance. 4. sufficient cargo handling space should be developed. 5. every port should be joined to remaining country by railway and highways. 6. professional approach,website development encouraged.

हमारे देश भारतवर्ष को आत्मनिर्भर बनाने हेतु बंदरगाहों की भी अहम भूमिका होगी। बंदरगाहों का व्यापारिक क्रिया कलापों के लिए विशेष महत्व पूर्व से ही रहा है। वर्तमान में बंदरगाहों का भी कायाकल्प करना अनिवार्य है। संसाधनों में वृद्धि करनी होगी। व्यापारिक क्रिया कलापों के साथ ही पर्यटन हेतु भी सुविधायें देनी होगी।लोगों का उत्साह वर्धन करना होगा।जिससे सरकार को तो लाभ होगा ही,रोजगार सृजन भी होगा, बेरोजगारी दूर होने में भी काफी सहायक सिद्ध होगा,इसलिए बंदरगाहों का पुनर्गठन एवम् सुधार करना अत्यावश्यक है।

I am sailing on Merchant ships for past 15 years. India's water and River transport has not been utilised yet. In USA their are ports with artificial canal system with a draft of around 12-15 metres. India's potential to transport goods and passengers through the rivers is immense. need to develop that. East west corridor can be developed. Dredging is the most important thing, which our ports require. Mumbai being the business capital. but the maximum draft of ship is around 11.5 Mtrs. dredging

Respected PM sir, My suggestion for upcoming youth. All students after 10+2 or equivalent i.e. before going further for any higher education may undergo NCC training for minimum of 6 months. This will increase their immunity level, mental fitness etc., Even YOGA can be made apart of the training program.

भारत के व्यापारिक क्रियाकलापों में बंदरगाहों का विशेष महत्व है ! बंदरगाहों का पुनर्गठन एवं विकास करना अति आवश्यक है! इसके लिए मेरा सुझाव यह है इसमें निजी एवं सरकारी लोगों का सहयोग मिलना चाहिए जिससे देश में आयात निर्यात में किसी प्रकार की समस्या ना आए और भारत में न्यूनतम मूल्य पर उचित वस्तु देशवासियों को मिल सके ! जय हिंद वंदे मातरम !

I don't know much about this. but In my state there is no containers available for export after the post-covid situation and this affected export of many things include export of sea food items for this Christmas-new year season, mainly because china is booking all the available containers for export in this season. if this situation continues it will to fatal damage to our economy. that's all.
