To address the growing concerns in the present Accreditation and Ranking systems of the Government of India had constituted a High-Level Committee. This Committee considered the introduction of strategic reforms consistent with the vision of the National Education Policy 2020 and the need for adopting a simple, trust-based, objective and rationalized system for approval, accreditation and ranking of Higher Educational Institutions with a verifiable and secured centralised database through technology-driven modern systems. Methodologies for facilitating Ease of Doing Business for the stakeholders, duly facilitating students in making more informed choices for selection of institutions/ programmes were also considered by the Committee.

After a series of deliberations, a High-Level Committee has submitted its draft Report on ‘Transformative Reforms for Strengthening Periodic Assessment and Accreditation of All Higher Educational Institutions in India’ to the Department of Higher Education, Ministry of Education, Government of India.

In light of this, MyGov, in collaboration with the Ministry of Education, seeks feedback and suggestions from all the stakeholders for the finalisation of the report.

This report has now been placed in the public domain until June 22, 2023.

Namaste sir. In previous Accreditation History, Minor Research Projects(MRP)and Department for Science and Technology (DST)Projects took part in Evaluation. As a CHANGE MAKER and myGov saathi I've interacted with Senior Professors. They indicated their disappointment in getting Projects. Also they worried that Nowadays Funds Allocated for Projects in Budget itself have been reduced. More Research Projects will give more innovations in Nation's Development. Like Yuva Sangam,Science Sangam may be conducted to share the innovative thoughts of students from Various Higher Education Institutions. It'll also strengthen Ek Bharat Shrestha Bharat Vision of our Honourable PM. Definitely it will give more strength in Accreditation of Higher Education Institutions. This is the important time to encourage Science Projects. Jai hind

Continuous Monitoring Implement a system of continuous monitoring and feedback to ensure that institutions are actively working towards fulfilling the recommendations and requirements of the assessment process. This can involve follow-up visits, progress reports, and regular communication between the accrediting bodies and the institutions. International Benchmarking Benchmark the assessment and accreditation process against international standards and best practices. Collaborate with global accrediting bodies to learn from their experiences and adopt effective evaluation methods.

Embrace Technology: Leverage technology to streamline the assessment process. Develop online platforms or portals where institutions can submit necessary documentation, data, and evidence for evaluation. This will reduce paperwork, enhance efficiency, and enable easy access to assessment reports. Support for Capacity Building: Provide adequate support and resources to institutions for capacity building. Offer training programs, workshops, and seminars on quality assurance practices, curriculum development, pedagogy, and research methodologies. This will help institutions enhance their capabilities and meet the required standards. Focus on Research and Innovation: Encourage institutions to promote research and innovation by incorporating research-based activities into the curriculum. Evaluate and recognize institutions based on their contributions to knowledge creation and dissemination.

Peer Review Mechanism: Establish a robust peer review mechanism where experts from other institutions assess the quality and performance of the institution being evaluated. Regular and Mandatory Assessments: Make periodic assessments and accreditation mandatory for all higher educational institutions, regardless of their status or affiliation. Implement a cycle of assessments, such as every five years, to ensure continuous improvement and accountability. Stakeholder Engagement: Involve various stakeholders, including students, alumni, employers, and industry representatives, in the assessment and accreditation process. Their feedback can provide valuable insights into the quality and relevance of the education provided by the institution.

These reforms aim to enhance the quality of education, promote accountability, and ensure continuous improvement. Transparent and Robust Evaluation Criteria: Develop a comprehensive set of evaluation criteria that assess various aspects of an institution, including teaching quality, research output, infrastructure, student support services, governance, and community engagement. The criteria should be transparently communicated to all institutions to ensure fairness and consistency. Emphasis on Learning Outcomes: Shift the focus from input-based evaluation to outcome-based assessment. Encourage institutions to define and measure specific learning outcomes for their programs and courses. This approach will help determine the effectiveness of education in imparting knowledge and skills to students.
