Overriding key imperatives which need to be put into place:
============================================
1. Putting the NSQF based Skill Certifications as desirable in all Government / CPSU organisations. Including for the people employed by outsourced vendors of Govt/PSU Organisations. (Whether thru RPL or other schemes like PMKVY etc.) If this is not in place, doing Skill certifications under RPL will not have any pull.
2. Take all steps to make sure that the Assessment done has rigour.

Lot of private companies have course certification through pro-metric center. similarly schools can allow their computer lab for online certification.

We should have a rating mechanism for institute as well as the course. some thing like product and seller rating on Flipkart or amazon, it will be difficult to monitor certification institute and course let. citizen monitor it.
