Higher education cannot sustain only through public funding. While public private partnerships in higher education have been pursued as a strategy, not many have shown successful results. Hence, the PPP models need to be revisited so as to allow more meaningful collaborations. A critical analysis of PPP in HE , the existing legal provisions and which viable models are possible need to carried out.

Therefore education is the hallmark of any developed country and therefore our country must have very sound & growth oriented education policy enabling the nation being one amongst the developed countries. VISION: the education policy should have both long term and short term vision. One of the possibly suggested Visions could be that the country should achieve 100% literacy

by 2030 and 100% computer literacy up to the age of 55 year by 2025.IT shld have the mission that each of the University, Professional Institutes like IIM, IITs, Medical Collages must have Noble laureates as visiting faculties till the long term vision to inculcate the environment where each University/Institute must produce at least one Nobel laureate say by 2040 by emphasising on R &D D/Fundamental Research in the functional areas and similar efforts.

Monitoring and Implementation Mechanism National Education policy should be monitored by an authority consisting of educationists, experts and renowned personalities of the world and may be called National Education Authority, to ensure quality education system . Accrediting System: With the mushrooming,schools/professional colleges without sufficient infrastructure/play grounds/laboratories/R & D facilities therefore it is necessary to have strong accrediting mechanism

No School, College or University should be recognised without proper accreditation to ensure existence quality of education system. Further thereisa needto develop system/mechanismfor Yearly Certification Program for teachers/faculties. The authority may be called National Education Accrediting Authority. Objectives of Education System Policy must define objectives for various level of education, such as primary/basic/graduation/professionals/post graduation/doctorates

The skill development should be infused at grass root level to improve employability reducing exodusfrom villages& load on urban infrastructure. Psychological Test: knowledge should be imparted after ensuring the individual’s capacity and inclination to acquire and utilise it. There must exist an inbuilt system of psychological testing of each student to know the individual’s bent of mind /capability and areas of interest.

This will facilitate that the right knowledge is being imparted to the right individuals.Children should not loose their childhood& flourish in the areas of interestwithout stress. E-Book System Even in the era of IT, children are still carrying heavy loads of books on, there is a need to develop / redesign the class roomsby fitting computers in the desks connected with LAN/ N-computing systems, with e-books. Thereby reducing physical & psychological saving paper/cutting of trees.

Development of Virtual class rooms: On our space technology strength,developing virtual class rooms for remotely located areas is feasible. It will optimise manpower& facilitate 100% literacy. Patriotisms through Edu Sys: Since edu is subsidised each person after college must serve defence services in the country in their respective functional areas for minimum period say three years to reduce Brain drain, improve discipline amongst,Generation Y channalise their energy and infuse patriotism

as we all know that more than 65% of our population is youth and also unemployment is a big problem in our country so it is essential that compulsory technical or professional education should be added in the curriculum

The government should recognise the strengths and weaknesses of the private sector. The private sector is useful for providing infrastructure to schools but is not competent to handle the teaching-learning process. The main business of education should remain with the State and should not be handed over to the private sector.
