Create a project repository like GitHub where the companies ,individual software developers will upload their application or moduels etc. publish their ideas discuss on that and people who want to work on that also can use previously developed solutions to use in their current application, also allow them to raise funds from their source code, To increase the members and popularity of this repository allow the students from different iit's to the local college student to submit their work.

Final Point: For long-term success, convert Govt IT spending from a Cost-center to a Profit-center model.
Like PM Modi is talking about Satellite for SAARC nations, let's offer India's e-Governance applications to SAARC nations to build better relations with neighbors, contribute to growth of our neighbors and monetize our applications to reduce our expenditure.

heavy corruption is going in the rto office gwalior city M.P.-474001...while you apply for driving license you cannot get a license by yourself bcoz the people there have made it very difficult to get by yourself..everywhere the officers are charging you money...i faced this ...it took me 6 months to get a permanent license that too by a broker...bcoz it was not possible if you seek yourself...officers charge money for everything even the registered envelope cost rs 25/- while it is written 25p

Keeping the security aspect in mind, govt source forge must not be on public platform & a comprehensive security policy must be in place to ensure Security of Open platforms used by govt.
Preventive Maintenance is a MUST to ensure 99.9% availability & security of applications. Special attn to be paid on that.
Use IRCTC's expertise to build & manage large-scale, secure portal. Arrange regular brainstorming & training/expertise sharing sessions b/w different state/central IT teams.

Apart from Developing & sharing in-house software, Govt must use existing open-source software in world market as starting point to save cost, time & money.
I'll recommend the following open source platforms used by many govt across world:
Liferay - open source for building large govt portals, including self-service portals.
Alfresco - enterprise scale open source document & content management system.
Jasper - for reporting & analytics
Carve out a team from NIC to manage it, later monetize.

Modiji, oppo has caught NDA. Govt on the issue of black money.....it is really worrisom.
But instead of Swiss black money, govt should look into internal black money.
One solution for black money in real estate is that all real estates should above 5 lakhs should be sold to govt first......then that property govt will bid.......first person who asks for the property will have to purchase it on highest market price. Developer will be paid payement through govt deducting taxes from both saler_bu

Emission test is essential but monitoring is difficult and many are not following in a time frame. Fining can be made online and interval for emission testing may be fixed to one year instead of 6 months for personal vehicle. It will save time of checking official and keep emission under control. All vehicle service center should check emission after servicing and certify. This will also help customer to avoid emission test trip and save that much fuel.

Generally farmers losing interest in farming and advising their kids not continue in farming because farming is not giving any social status for example no one is ready to give their daughter to a farmer, they will do so as last resort when no other bridegroom is available. “Say thanks to farmer” for providing food andolan may help farmers to give social status and it will also create positive thinking in the minds of youngster. If this message comes from you it will create good impact.
