The Policy on Collaborative Application development by Opening the source code of Applications intends to increase the pace of application development and rapid roll out/ implementation by adopting the principles of open-source development model. Government wants to promote reuse of existing developed applications. Successful running applications and new applications are envisaged to be developed within the public domain by opening the application source code and it is also intended to encourage innovation inside and outside Government by encouraging collaborative development to achieve better products in less time.

e-Gov application source open approach—including the use and release of application source to public—can reduce costs, reduce development time, and improve overall quality, including security through increased transparency and mass peer review.

Many vehicle owners are not paying theri traffic challans. So there should be a mechanism to link a person's traffic challan with any of the below. 1. Electricity meter number. Electricity bill 2. Water connection number. Water bill 3. Gas connection. Gas refill 4. Telephone number. Bill When a person goes to pay any of the above bills he will be forced by the person who recieves the bill to pay this challan also .

Monitor city traffic conditions from a centralised control room with the help of CC camers. Those who jump signals, who park in restricted areas, who drives in wrong direction, who stops in bus stops, who uses mobiles while driving can be spotted from this room directly . A picture taken from this camera with the vehicle number will be used to send a challan to the registered owner of the vehicle. Even we can install speakers in junctions to announce if someone is creating nuisance on road.

Government should reduce expenditure on EoI / Tender advertisements. All such advertisements should be published only once a week and that too at negotiated rates in media which is keen to offer special rates.
