The Policy on Collaborative Application development by Opening the source code of Applications intends to increase the pace of application development and rapid roll out/ implementation by adopting the principles of open-source development model. Government wants to promote reuse of existing developed applications. Successful running applications and new applications are envisaged to be developed within the public domain by opening the application source code and it is also intended to encourage innovation inside and outside Government by encouraging collaborative development to achieve better products in less time.

e-Gov application source open approach—including the use and release of application source to public—can reduce costs, reduce development time, and improve overall quality, including security through increased transparency and mass peer review.

Modiji this is a serious issue in Belgaum. Please take note of this. I am a resident of Belgaum and want to notify you that the there are rumours that the government here in karnataka are going to take away the lands of farmers to make belgaum a smart city. This is unacceptable. They have not yet released any news on media but i hope you take note of this and take some action. Hope rumours dont turn into a reality.

This will save huge expense in developing and implementing e-governance applications and enlarge the scope of human resource in IT. The main key factor of it's success is sharing data / application / knowledge at least between central government and state governments / departments .
