The Policy on Collaborative Application development by Opening the source code of Applications intends to increase the pace of application development and rapid roll out/ implementation by adopting the principles of open-source development model. Government wants to promote reuse of existing developed applications. Successful running applications and new applications are envisaged to be developed within the public domain by opening the application source code and it is also intended to encourage innovation inside and outside Government by encouraging collaborative development to achieve better products in less time.

e-Gov application source open approach—including the use and release of application source to public—can reduce costs, reduce development time, and improve overall quality, including security through increased transparency and mass peer review.

Please bring the communication between the public and Government officials through EMAIL, which will reduce time and cost to both of them. Though Government authorities have a valid email id, most of them never respond to public queries/Grievances/requests. Can we bring up the email communication in States and Central? This would be Great achievement by this Government.

I will like to make a suggestion to the PM and to The IT minister, Ravi Shankar Jo to set a virtual public library accessible to all indians. The library should become the portal for virtual public access to reading materials on a national scale. The emphasis should be on encouraging a reading and knowledge culture in India where books and magazines could be digitally borrowed and returned. I have noticed that whenever Modiji has visited his mother she has presented him with a book.

I talked of air line ticket in my last post as an example, Gove allows them this fleecing the public with govt permission. I wish some body rationalized this now. Similarly some one should give a look to electricity bill which was devieced in 80's. I think there should be single price and there should be competition to offer concessions. How many pieces it is divided why should the end user be asked to pay.

The air lines ticket twhich I bought charges, air service, clear air fee, development charge, Passenger service tax, user development of fee arrival user development charge, govt. service tax and conveninece fee even if the money is paid through internet debit card (even when direct transfer electronically with debit card0 I wish a shopkeeper also could charge, my new shop fee, my new showroom fee, customer care charge, my Non veg diet charge.. etc..etc.. Why limit them to max price. (contd.)

My last mail was was on my dream village which will have a VSGC ie Village self Gov complex complete with office, meeting room, video connectivity to district monitoring cenre, a village cooperative with food and diesal/petrol/kerosine storage facility for one year and complete road connectivity with atl east a primary school up to 5th standard. Today I want to deal with the policy of billing methods of Airline tickets and the electricity bill. 9see next post, reached limit on size0

We need to review our processes for clearing foreign ships coming to India. The process require that ships should have Immigration and Custom clearance. The procedures are extremenly old and are being exploited by our govt. officials. This send a extremely bad message to the world as ships are visited world over and the bad reputation as well. Most of the countries now a days have a over the site / mail clearance process requiring little intervention by these authorities. Most of the time ship's staff don't even leave the ship. Why they have to go thorough extortion by our officials.
