The Policy on Collaborative Application development by Opening the source code of Applications intends to increase the pace of application development and rapid roll out/ implementation by adopting the principles of open-source development model. Government wants to promote reuse of existing developed applications. Successful running applications and new applications are envisaged to be developed within the public domain by opening the application source code and it is also intended to encourage innovation inside and outside Government by encouraging collaborative development to achieve better products in less time.

e-Gov application source open approach—including the use and release of application source to public—can reduce costs, reduce development time, and improve overall quality, including security through increased transparency and mass peer review.

Hon'ble Shri Modiji: This is in reference to your "Make in India" initiative. We admire the vision and initiative but things need to move on ground. Firstly, we need to have a single window clearance for all departments. Currently, in order to set up a manufacturing unit, we require to take approx. 20 permits / clearances. Secondly, as SME, we borrow money at 12-14 % interest. In international competitive market it is difficult to compete with countries like China. Pls take into account concerns

The open source code project stake holders should be 1) Public 2) Central govt 3) State govt 4) IT Companies Only selected public should be contributors (like universities / colleges) Freelance developers and IT companies can make use of their staff (on bench or unused resources) to help in the development Govt should provide Tax incentives by considering their initiatives as CSR contribution. State govt should give suggestions. Take the model of Google play store in android as a base model.

Hon'eble P.M. sir, this is an example of Rural Sanitation Programme of Govt. of India in Nagrijuli under Baksa district of Assam. Imagine...No Door, no wall. only plastic paper wrapped toilet. Can a person use it ??? One has to carry door alongwith water while going to toilet. How PHE department is performing their duties and implementing Govt. projects - this a proof. Actually, Rural Sanitation Programme is limited in pen & papers. will 'Clean India' mission be possible ???
