The Policy on Collaborative Application development by Opening the source code of Applications intends to increase the pace of application development and rapid roll out/ implementation by adopting the principles of open-source development model. Government wants to promote reuse of existing developed applications. Successful running applications and new applications are envisaged to be developed within the public domain by opening the application source code and it is also intended to encourage innovation inside and outside Government by encouraging collaborative development to achieve better products in less time.

e-Gov application source open approach—including the use and release of application source to public—can reduce costs, reduce development time, and improve overall quality, including security through increased transparency and mass peer review.

We invite your attention and comments on the Policy on Collaborative Application development by Opening the source code of Applications

To ensure that the community contribute their source code, it will be ideal to provide due credit to them and also to any modifications done for improving or customizing them. This can be built as a automated system of attribution. The points accrued by contributing members may be considered for their evaluation in their respective professional domains.

As a policy, it is important to ensure that Open APIs are made available for any tool that is developed and for which the source code is released in public domain. Open APIs following globally recognized standards will allow seamless integration of the applications and to create collaborative platforms with best-of-breed approach. We have established one such platform the Open Source Drug Discovery Project (www.osdd.net) and will be happy to share the experience and technical details.
