The Policy on Collaborative Application development by Opening the source code of Applications intends to increase the pace of application development and rapid roll out/ implementation by adopting the principles of open-source development model. Government wants to promote reuse of existing developed applications. Successful running applications and new applications are envisaged to be developed within the public domain by opening the application source code and it is also intended to encourage innovation inside and outside Government by encouraging collaborative development to achieve better products in less time.

e-Gov application source open approach—including the use and release of application source to public—can reduce costs, reduce development time, and improve overall quality, including security through increased transparency and mass peer review.

This is a great initiative, that will lead to lower custom development costs, the ability for citizens to contribute patches, and improve security through improved visibility. I'd argue for the addition of 1 program: a bug bounty for responsible disclosure of security holes in government websites. This would discourage defacement by 'hackers', and encourage security researchers to help improve the sites.

The fragmentation of agricultural land should be a greater concern. Collective agriculture on a privatised agriculture pattern should work better, I hope.

Leave management, attendance tracking, collaborative process documentation with facility for reminders and escalation on an employee self service model which would facilitate real time information and enable centralized payroll processing is the rookie model of our cloud based HR process automation.suite. just like mobile towers, leverage the server infrastructure in commercial complex,residential flats,apartments.no need to take big place at one place. if there is no light connection at one place, at another place server facility is available.

Use of open source development reduces cost as well as reduces dependency on OEM or development agency. However, we should consider factors such as continued support, information security and upgrades when using open source. Since Government applications will process citizen data, these applications should not be vulnerable to hacking or any other way of data leakage. Also the development agencies should be made to assure by technical testing as well as financial mechanisms like LD clause.
