The Policy on Collaborative Application development by Opening the source code of Applications intends to increase the pace of application development and rapid roll out/ implementation by adopting the principles of open-source development model. Government wants to promote reuse of existing developed applications. Successful running applications and new applications are envisaged to be developed within the public domain by opening the application source code and it is also intended to encourage innovation inside and outside Government by encouraging collaborative development to achieve better products in less time.

e-Gov application source open approach—including the use and release of application source to public—can reduce costs, reduce development time, and improve overall quality, including security through increased transparency and mass peer review.

While a mygov site is good to capture inputs from people, a mobile app will help people to share ideas as they occur.... though the percentage of such on-the-go ideas could be small to begin with, it will resonate with the Gen Y and keep them engaged.

increase usage of digital money and curb usage of black money - While the govt is pushing for financial inclusion for all using digital means, it can also use it to "push" for use of digital money. One way, I think that will help, is to ban the Rs. 1000 and Rs. 500 currency notes making it difficult for people to store / carry / use large amount of cash with ease. Combine this with mandatory electronic payment for all transactions with govt dept. (in cities to begin with) will help.

Decisions taken by the govt and their intended beneficiaries should not only be posted on govt sites with its link posted on facebook / twitter, the link should also be sent to people, over email, who have registered for the same. This should be done for policy documents on which govt intends to invite suggestions. This will ensure people are engaged in policy making and that the govt will get varied and right inputs for its policy making.

user experience should be key in designing the govt websites. The site should be easy to navigate and all govt documents (policies, notifications etc) should be easily available through the site. Currently, for e.g. if you want to know the RTO rules / fines or procedure for deemed conveyance, that is not very easily available on any of the govt sites.

All public facing work(for work involving multiple dept) should be done using business process management (BPM) system (a lot are available and one can be developed from scratch). All documents related to the work, while being submitted at point of workflow initiation, should be scanned and move along with the workflow. Aadhar cards are being issued in a manner where any person can get a aadhar card just by spending few hundereds, first of all the all the aadhar cards which are being issued till date should be verified if they are genuine or not, subsequently strict quidlines should be made for issuing a aadhar card. moreover it shoould be linked with all identities such as passport, pan card, licences, etc..

A dedicated website for consumer redressal should be developed to look after the interests of consumer, where consumers can submit the problems faced by service providers and strict actions can be initiated in customer interests.
