The Policy on Collaborative Application development by Opening the source code of Applications intends to increase the pace of application development and rapid roll out/ implementation by adopting the principles of open-source development model. Government wants to promote reuse of existing developed applications. Successful running applications and new applications are envisaged to be developed within the public domain by opening the application source code and it is also intended to encourage innovation inside and outside Government by encouraging collaborative development to achieve better products in less time.

e-Gov application source open approach—including the use and release of application source to public—can reduce costs, reduce development time, and improve overall quality, including security through increased transparency and mass peer review.

This is a great idea. Government must appoint a CIO and must publish the framework and rope in universities or one of the IITs to manage this. However, for this to be used by large cities and consumers, it needs to be rugged software and free of security issues.

The winter session of the parliament could be a landmark if it manages to pass the GST bill, the insurance bill and amendments in land acquisition bill and Labor laws. Unfortunately, the opposition is busy playing politics in name of black money and disrupting the proceedings of the house. The government must reach out to both opposition and the public and ensure that all these legislations can be passed in the current session. If it does not happens, market sentiment will take a huge hit.

Read in news - the Indian pharma cos are importing about 90 % of API drugs from China & its dangerous to the security of the nation. I agree. This is creation of our own. We have most corruption FDAs, etc. Besides, there is no control on Chinese exporters as they do not require any stringent regulations as our FDAs have no access to inspect their factories. BTW they do not allow India cos to sale in China and have created most stringent regulations, even Indian cos selling in the US cannot pass.

There is huge corruption in Income tax dept. in Scruitiny Cases.Govt should implement Presumtive tax scheme for businesses having turnover upto 50 Crores.I T officials demands proof of every expense which is not feasible for small business and he has to face lot of harassment and pay bribe to get over it. 1 % tax of total turnover is suggested. This will help a lot to small entrepreneurs.

Policy on open source code of application is admirable . However, before we promote open source, we need to provide the infrastructure and environment where such policies will achieve its benefit. If you look at history of computing, the major universities and colleges play a vital role in using and promoting open source application. In India too, we should first provide colleges and universities the incentive to use and promote open source. Also proper copyright/patent laws should be applied.
