I suggest every government department must have its email id along with phone number one there website/internet. Any email sent must get an acknowledgement number for future reference and address the issue. The advantage with email is that it has date and time and if no action is taken it can be further pursued at a higher level.

Start call centres for each department and fix responsibility to officers in the Department. This will enable accountability in decision making and judge the efficiency of the concerned officer based on time taken to resolve the gievance. Posting and transfer of officers based on their performance will improve the quality and performance of each department.
