About CPGRAMS
Centralized Public Grievance Redress And Monitoring System (CPGRAMS) is an online web enabled system over NICNET developed by NIC, in association with Directorate of Public Grievances (DPG) and Department of Administrative Reforms and Public Grievances (DARPG). CPGRAMS is the platform based on web technology which primarily aims to enable submission of grievances by the aggrieved citizens from anywhere and anytime (24x7) basis to Ministries/Departments/Organizations/State Governments who scrutinize and take action for speedy and favorable redress of these grievances. Tracking grievances is also facilitated on this portal through the system generated unique registration number.

CPGRAMS: Highlights
• 86 Ministries and Departments of GOI integrated
• 36 States /UTs on boarded
• 51000 subordinate offices created and linked
• Average disposal time reduced to 19 days from about 200 days
• Grievances raised to 18 Lakh / Annum shows confidence built in citizens in resolution mechanism
• Over 90% average disposal rate

• Improvise the quality of disposal of public grievances for greater satisfaction of citizens

Suggestions can be given by citizens till 5th December 2019.

We have many complaints like this. CPGRAMS gives faulty report and non accountable portal . Official department says to solve the grievance with speedy and send ATR WITHIN 10 DAYS but till now nothing has been received from them. It's still under process, contact is also missing. There should be time bound so that CPGRAMS CAN BE MORE ACCOUNTABLE. Should be taken signature from complainant once they resolving/reporting being close the complaint Most of the contact is missing on CPGRAMS PORTA

For Better Public Service to be provided by Govt Offices Dealing Directly with 135 Cr People of India, Suggestion to have in each & every Department of GOI be it of Central, State Govt ,UT's , Municipal Corporations, DC, Gram Panchayat : 1 All Dept should have CRM -Citizen Relationship Manager or Citizens Query Manager 4 to 5 in each dept. 2 All CRM or CQM - will take all Queries & talk to walk in citizen's, Resolve there difficulties,Direct were to go. 3 eCRM /eCQM. 4 Call Centre and App.

The CPGRAM though a very good initiative, yet has lost its significance due to apathy of officers who tend to dispose by anyway, but not addressing the issue in the right earnest. I give my example. I didn’t get full leave encashment as provided under Rule 38A(4) of CCS conduct rules which was inserted by amendment. The CPGRAM was closed by saying that Rule 38A(4) is not applicable to pensioners whereas there is no mention in the rule itself. CPGRAM , CBODT/E/2019/01982 unresolved

This is the complaint of Narwana,Haryana. Department closed the case without providing any report or explanation as you can also seebon attache d picture. Strong action must be taken against them and it should be more accountability in bureaucracy : 1.Should be taken signature of concern officer once it's reolsved 2. they should be mentioned contact on the portal of concerned. Apart from this, they don't even replied our mail so the bureaucracy should be more accountable.

Again another example of Non Accountability of Bureaucracy. old see attached picture. Since this complaint has been reported from last 3 months and no action has been taken yet. As per the official department it says under process and given remarks "Send through web service" . We even don't know what is the exact issue of this complaint. No one is contactable on the mentioned contact. They should be put alternate contact number or should answered the call..

managing grievances properly and its timely and speedy resolution is the requirement of the time. managing grievance means addressing the issue at the stage when it is reported and properly finding the solution. every assigned grievance redressal official should be given a target timeline to resolve the grievance. their performance should be measured based on process, manner and ease of resolution method and the time taken to resolve the issue. it should be linked to proper PMS system.

Honorable PM Sir ji Nameshkar, For the promotion of paperless digital technology I humbly request your kind self to please provide a new system of electronic generation of rental agreement papers on the basis of Aadhaar offline e-KYC authentication system from both lessor and lessee (owner of the house building and tenants). This is just my humble ideas and suggestions only for your kind perusal please. Jai Hind.
