Sir, The system needs to highlight number of cases registered against any department on a continuous bases since inception, in current calendar year, current month along with number of cases resolved. This will help highlight which are the troubled departments which need interference from higher authorities and allows citizens to understand which department are failing in there duties. We need to have transparency in the system and access available to monitor complaints registered and resolved.

Sir, Kindly create a voice activated system where citizens can phone a centralised number and register the complaint on a voice recording system. Create a special postal envelope or inland letter with printed address of CPGRAMS in dispenser in Post Office and all government offices which the citizen can write in a letter form and post it free of cost. The citizen should be able to log a complaint in any language through all mediums. A whatsapp number can also be created to log a complaint.

Most important thing is to make people aware of their Rights.
Teach people how to complain.
Only proper information can make people able to complain against officers, politicians and police .
Awareness could be spread through proper advertisements.
Online complain portals should be given with Face to face interface.
Speedy trails should be done for matters of public intrest.

There is need of Autonomy in Public organizations.
Already there are sufficient rules but the main thing is to implement.
1. Organizations of Public Grievances/ Lokpals should be given Autonomy i.e freedom from political and bureaucratic pressures.
2. Investigations should be conducted separately and secretly
I.e which officers team is investigating on whose case should be anonymous.
3. Securities and needed capital should be pumped in cases of more importance .

As the whole module is linked through the Internet, it is possible for any officer to monitor the complaints received by him from anywhere. It allows all the officers the facility to issue virtual instructions for taking immediate remedial actions.
