Every new township or housing project details should be available on a govt website wherein the buyer can see the status of all the permissions obtained by developer along with the rates offered for sale strictly on carpet area basis. Inventory should be taxed at the hands of developer like in TN, which will not only curb black money but also bring down rates substantially to affordable levels. The tax returns of the developer and project details including funds sources should be made public.

26. Power of Attorny, POA as one of the parties to house development should NOT be allowed. Only digitally signed agreements from actual developer is a must. 27. Legal system should resolve these cases not more than 6 months with rejection of further appeal to higher courts. 28. SMART cities road maps in some form to be implemented in Urban city development. 29. Habitation should be similar to Adarsh Gram yojana. 30. Policy wise it should be combination adarsh gram & smart cities with scalable

23. Govt / local bodies should have rights to over ride bi lateral contracts. 24. If delivery is not provided within specific time, govt bodies should start charging in income tax returns of such developer in different property development. 25. Each developer should have max limit under WIP development under each level of local body, state body, central body etc.

21. Once this stuck investment starts moving, real economy will get will get resources for real development. 22. Development should start from rules on excretory system. Like physical, mental, spiritual body is healthy if its excretory system is effective & efficient. Like wise such developments should have reduce, reuse, recycle principals as part of same plan.

To build housing for all, the biggest hurdle will be land availability. In every city there is lot of land occupied by Armed forces. Government can move the Army establishments to outskirts and use this land for housing purpose.

17. Property tax & rent to be made related & should be have reference to auction price. 18. Actually economy needs money in circulation. Here financial resources are getting stuck. Stuck housing stock means dead money in cement / sand without return other than capital appreciation. 19. This stuck stock should be brought to market as early as possible. This stuck stock spreads slumps around. This slumps have its own problems of society as whole. 20. Once stock starts moving its worth increases.

Kind attention to RBI, Respected Sir, The policy for housing for all will successful if your esteemed organization make control over Banks, as everybody knows that RBI is supreme authority in this regards, In villages people taking loans form private lenders and Mahajans(rich person) for their requirements as maximum 10% private lenders may be worst but 100% banks becoming worst for them as if they not able to give interest to banks for conjunctive 6 months then banks auctioned their land

13. Auction bidder to have right to reposse property if purchaser not using / occupying in 2 years after providing occupation certificate. 14. Based on aminities & conveniance different areas to be auction & to be given to different developer with different objectives in mind & purchaser should not be allowed to buy property more than one place. 15. The above difference should be for taking are of different sectors of society. 16. Land to auction for royality & not for buying / selling.

9. If land stock / house stock, hut stock is un-used holding for more than 5 years to be captured back by local bodies, state bodies or central govt. 10. Allocation of land/ house stock & return of house stock back to govt bodies should be based on open & reverse e-tendering like spectrum auction & coal block auctions. 11. Developer of land block to get right to redevelop as well. for the period fixed period & not indifinately. 12. Mafia raj in this sector is highest & should be finished by law
