The Government of India has been formulating National Housing Policies to provide guidance to the State Governments to meet the growing housing shortage. The first every Housing Policy was announced in May, 1988. The National Urban Housing and Habitat Policy (NUHHP), 2007 is currently under force. A copy of the same is available at http://mhupa.gov.in/policies/duepa/HousingPolicy.2007.pdf. It is desired that the existing policy be revised to reflect the changes in the past years and taking forward the objective of “Housing for All” by 2022.

In this regard inputs are elicited for new “National Urban Housing and Habitat Policy, 2015” on the following:

1. What should be the role of Government of India in promoting “Housing for All” by 2022?
2. What should the State Governments do in achieving the said objective?
3. What should be the role of ULBS’s?
4. What role can the State Housing Boards/Corporations and other state entities play in this objective?
5. What are the key learnings from Urban Local Bodies in implementation of housing programmes?
6. What role can the private sector play in “Housing for All” by 2022?
7. What is the role of industries?
8. What should be the role of individual?
9. How to mobilize financial resources for this objective?
10. What kind of legal and regulatory frameworks are required to facilitate housing in general and “Housing for All” in particular?
11. How can more urban land be made available for housing?
12. How can linkage between employment/livelihood and housing be made more robust?
13. How to promote new building technologies for faster, robust, sustainable and environment friendly homes especially mass housing?

5. FACTOR OF SAFETY in all designes to be increased more than 200%. 6. Quality testing to be standardised & local available material should be given advantage. 7. All DPs, developments plans across the country to be stopped immediately & Central Govt approved DP to be accepted only. 8. Central DPs should minimum adherence levels with maximum adherenace level. 9. State Govt ( after deligating to local bodies) can identify & apply those parameters suitable for their local environmental conditons.

1. Irregularities of cash is highest in this this sector. 2. Hoarding mentality amoungst every player in this sector including Govts, Corporates, Developers, PE investors, even individuals. Land hoarding, house hoarding, hut hoarding, etc etc. 3. Same area developers doesnt bring prices down. compettition to bring increasing prices CCI role is very critical. 4. Prices to be based on inconvenience & time spent in that property. 5. Sustainibility & longevity of property to be increased.

Thuggish person are habitual of getting house allotted and selling the house allotted and again residing in ghuggi to get another house so it's no correct to give house to them

10. Clear laws with stringent penalties 11. Only fair acquisition. 12. Futuristic planning for growth corridors, for both industrial and residential and related growth. 13. Execute one model project, may be on a smaller scale.

One of the key reasons for shortage is that citizens in the HIG and a few MIG strata have multiple houses, which are used mostly for investment purposes rather than actual staying. The govt should encourage people to buy the first house by way of tax sops and better interest rates. This should be linked to a PAN number so that misuse is prevented.

1. Play the role of being a source of providing land and infrastructure at subsidized rates. 2. Acquire land near growth corridors and enter into PPP arrangements with Developers. 3. To provide infrastructure and aid job creation. 4. Tender out on a PPP basis and act as project management consultants. 5. Complete ongoing works in time. 6. Actual construction and sale. 7.Generating jobs in the vicinity. 8. Encourage such projects. 9. Work on a PPP model. 10. Clear laws.

affordable housing is an essential requirement for all income group.but due to high cost of material it increases,there are different point that we should consider 1.any house should not vacant upto some 2-3 months,people are purchasing 4 investment purpose. 2.when some new area r developed most house should be reserved for first buyer if it happens affordable housing will be available for everyone, 3.most central or state official should be decentralized in outer area whr unfertilized land pres

Affordable low cost Housing for the Urban poor is an essential requirement for building Smart Cities. The Slums have to be removed but the people living in them must also be provided Alternate houses . Thousands of Acres of Unused P.W.D and Railway Land are lying vacant in almost all Urban Areas , Buildings with 2 BHK flats can be built in these lands and provided as alternate housing for the Slum Dwellers. Low cost Housing Loans with a certain % of government subsidy should also be provided.

The cost of the carpet area is very high it should be transparent just like other product eg. cost of the land plus construction plus interest plus margin and that should be charged to the customers. Second thing that whatever housing development is planned that should always take care of transportation, basic amenities, education, etc. which make sure the customer that their investment is worthy. The other facilities like gym, swimming pool, clubhouse etc should be separate and depend on need

Most of builders in our country load 35% of carpet area in the saleable area. Also the per sqft rate is way higher than reckoner rates of the local municipality. Builders also charge around 5-7 Lac for covered car park & other facilities like gym, clubhouse & swimming pool. All this has inflated the flat cost so high, that it is impossible for a normal middle class person to buy his own flat. Why don't we have a real estate regulator with prosecution powers&authority to curb all malpractices?
