The Government of India has been formulating National Housing Policies to provide guidance to the State Governments to meet the growing housing shortage. The first every Housing Policy was announced in May, 1988. The National Urban Housing and Habitat Policy (NUHHP), 2007 is currently under force. A copy of the same is available at http://mhupa.gov.in/policies/duepa/HousingPolicy.2007.pdf. It is desired that the existing policy be revised to reflect the changes in the past years and taking forward the objective of “Housing for All” by 2022.

In this regard inputs are elicited for new “National Urban Housing and Habitat Policy, 2015” on the following:

1. What should be the role of Government of India in promoting “Housing for All” by 2022?
2. What should the State Governments do in achieving the said objective?
3. What should be the role of ULBS’s?
4. What role can the State Housing Boards/Corporations and other state entities play in this objective?
5. What are the key learnings from Urban Local Bodies in implementation of housing programmes?
6. What role can the private sector play in “Housing for All” by 2022?
7. What is the role of industries?
8. What should be the role of individual?
9. How to mobilize financial resources for this objective?
10. What kind of legal and regulatory frameworks are required to facilitate housing in general and “Housing for All” in particular?
11. How can more urban land be made available for housing?
12. How can linkage between employment/livelihood and housing be made more robust?
13. How to promote new building technologies for faster, robust, sustainable and environment friendly homes especially mass housing?

All the sale purchase of the housing must be through Govt. monitored IT based solution (Software), so that money is released to the builder in a transparent way. This will stop Black Money generation. Software will allow sale only if all the pemissions are granted to the builder and legal aspects are meeting the requirement.

We are doing everything but we are not alerting the people of this country on growing population. Which will create biggest revolution in this country if we keep adding human population like this. God is very kind to this country and giving all that the nation needs. Any eventuality/calamity strikes there will be problems like libya/syria/egypt. Irrespective of religion all have to drink the same water what we get from MOTHER NATURE..future will be bleak if we don't control population growth..

Do not sell the housing, give them on lease. It is a natures law that most of the poor become rich yet may hold the housing for profit. Keep the money as deposit and there must be some renewal period. I am not intelligent enough to give proper solution at the moment, but the basic rule should be allow only to use the till they are poor, not after that. CSR should be used to maintain the housing complex.

There is no regulatory & credit rating agency for the real estate sector. It completely runs on the might of the individuals and no transparency on this sector.The local agencies like BMC/MCD/BCC give approvals for the builders to purchase/construct when some of the builders have not completed there existing buildings which they have taken money from common man &huge delays in giving possession certificate/house. Govt should allow builders to take new projects only when they have compltd 80%

1) There should be PPP model to construct mass housing. Private builders in Mumbai already adopted technology of making faster homes. 2) Govt. may fast track slum re-development plans. 3) Govt. should not allow one family to buy more than two flats and Legal and regulatory framework should look into the matter. 4) Vertical growth than lateral growth of buildings 5) Corporates should have CSR policy to construct house for poor along with state Govt.

There is a lot of ideas as I have experienced designing new town & communities in abroad, which badly require consideration here at home by the relevant planning and development authorities: a) Land areas must respond to any natural features and assets, beautify and conserve to then determine developable areas of land; b) such housing must be inclusive of higher, mid, lower mid and ews sections in a 10: 30: 50: 10 ratio. c) must be easily accessible to metro, a future monorail or BRT, d) C

To provide affordable housing to all means, resolving land (clearing slums is an option). People will be willing if its demonstrated to them that their house is a reality. In order to this, we should adopt 3D printing technology. Through 3D printing, we can build one house a day at break-neck speed. If govt gives enough fillip, in a single day a hut can be converted to a pucca house in no-time. Please adopt this and its very affordable as well.

Mutation on purchase of land or building is generally time taking allowing corruption of officials but Govt is losing money.So it should be two way i.e. one general way and another Tatkal way. Takal way may be maximum 15 days and general way should be within 2 months.Filing should be online and status should be known online.It will create more revenue for urban bodies,people will be happy to get their job done and corruption can be checked.
