The Government of India has been formulating National Housing Policies to provide guidance to the State Governments to meet the growing housing shortage. The first every Housing Policy was announced in May, 1988. The National Urban Housing and Habitat Policy (NUHHP), 2007 is currently under force. A copy of the same is available at http://mhupa.gov.in/policies/duepa/HousingPolicy.2007.pdf. It is desired that the existing policy be revised to reflect the changes in the past years and taking forward the objective of “Housing for All” by 2022.

In this regard inputs are elicited for new “National Urban Housing and Habitat Policy, 2015” on the following:

1. What should be the role of Government of India in promoting “Housing for All” by 2022?
2. What should the State Governments do in achieving the said objective?
3. What should be the role of ULBS’s?
4. What role can the State Housing Boards/Corporations and other state entities play in this objective?
5. What are the key learnings from Urban Local Bodies in implementation of housing programmes?
6. What role can the private sector play in “Housing for All” by 2022?
7. What is the role of industries?
8. What should be the role of individual?
9. How to mobilize financial resources for this objective?
10. What kind of legal and regulatory frameworks are required to facilitate housing in general and “Housing for All” in particular?
11. How can more urban land be made available for housing?
12. How can linkage between employment/livelihood and housing be made more robust?
13. How to promote new building technologies for faster, robust, sustainable and environment friendly homes especially mass housing?

The common citizen who owns a plot of land in the rural area also to be provided with a loan to construct a dwelling for himself and family. Vande Mataram

1. Government had to recognise income level of common man even daily labour can afford with base plan& gov should provide 50% loan on purchasing land in first stage,and then 10% discount and 30 % loan on construction material. gov should be innovative, by encouraging wooden housing manufacturing companies for ready made houses with best quality. 2.government can welcome funds from public for this scheme by issuing bonds under tax savings without questioning sources of funds,ultimately black money will come to India very helpful to common man 3.crorers of rupees gov funds in current accounts with out any interest gov. should deposit those funds in banking with suitable interest rate I am hoping that my message might help full for you I am waiting for my sweet home

The CAP's grain storage facility lying vacant in the vicinity of cities can be easily converted into housing colonies for the needy. The FCI has abandoned these platform based boundary walled converted facilities.

Each beneficiary is given the option to have an electric connection powered by all state government which will be metered. The unit cost is Rs.2.80 lakh per house @Rs.2.50 lakh for construction and Rs.30,000/- for Solar Powered Lights. The pm Green Houses are constructed either insitu (replacing his/her existing dwelling structure) or in the land owned by the beneficiary elsewhere in the Village Panchayat. No land acquisition is envisaged under this scheme.

All the people living below poverty line in rural areas are eligible for pm Solar Powered Green Houses. Each house is built with an area of 436 square feet at a unit cost of Rs.2.80 lakh fully funded by the central Government. Each house consists of a living room, bed room, kitchen, toilet and verandah apart from Rain Water Harvesting provision. Each house is provided with 5 solar powered Compact Fluorescent Lamps (CFL), one each in bed room, living room, kitchen, toilet and verandah.

Housing project and transport system should be developed in tandem.Further govt. should also make rules for private developers to invest at-least 25% of total investment in lower income group hosing.The biggest problem in construction industry is that builders target high income group people.

Central and state governments should build Public hotels for rental on fixed term basis so that more people can get accommodation at manageable cost.Poor can get rent subsidy by charging more from elite rooms.

Since high end housing projects are developed by private sector therefore public sector housing corporation should focus only to develop lower income group hosing.
