The Government of India has been formulating National Housing Policies to provide guidance to the State Governments to meet the growing housing shortage. The first every Housing Policy was announced in May, 1988. The National Urban Housing and Habitat Policy (NUHHP), 2007 is currently under force. A copy of the same is available at http://mhupa.gov.in/policies/duepa/HousingPolicy.2007.pdf. It is desired that the existing policy be revised to reflect the changes in the past years and taking forward the objective of “Housing for All” by 2022.

In this regard inputs are elicited for new “National Urban Housing and Habitat Policy, 2015” on the following:

1. What should be the role of Government of India in promoting “Housing for All” by 2022?
2. What should the State Governments do in achieving the said objective?
3. What should be the role of ULBS’s?
4. What role can the State Housing Boards/Corporations and other state entities play in this objective?
5. What are the key learnings from Urban Local Bodies in implementation of housing programmes?
6. What role can the private sector play in “Housing for All” by 2022?
7. What is the role of industries?
8. What should be the role of individual?
9. How to mobilize financial resources for this objective?
10. What kind of legal and regulatory frameworks are required to facilitate housing in general and “Housing for All” in particular?
11. How can more urban land be made available for housing?
12. How can linkage between employment/livelihood and housing be made more robust?
13. How to promote new building technologies for faster, robust, sustainable and environment friendly homes especially mass housing?

Urban housing activity is not transparent. Slum clearance board dwelling unit is based on politician's recommendation for a price. Owners do not occupy for distance, losing present job etc. Govt also, with eye on votes, encourage slums with ration cards, power and water. I have near me s case of entire road occupied and many of them have own houses. While we starve for water these dhobis wash clothes

urban housing is a challenging task as this sector is progressing in haphazard manner. Majority of the private stake holders have taken the common for ride on many count. Purchasers have no knowledge whether land acquired by the builder is legal or not, whether plan is approved or not. Further they charge the purchase for the facilities which normally should come with the cost of apartment/houses. Builders are fleecing the purchasers. Government should establish an authority to control them

of the project increases. if the user takes a loan it will be utilised properly and costs will not inflate as the investors hoard the properties. Construction shold be the Business Model and Not Manupulations and oppertunism should be business. Once the money is freed from this dead investment it will be availble for development and production. At present due to high cost of Property so many projects cannot be undertaken by entrepreneurs. To increase productivity this cast must reduce.

Smart City might need to be built from scratch. But, smart buildings can be a start in existing cities. We need to get ready to accept certain realities. Smart cities need a foundation of smart buildings, the areas, and then cities. Neither can the technology be built in one night, nor should we pay foreign companies huge sums to make something fancy, but potential unused infrastructure. Simply, make living affordable now and rest will fall in place soon after.

The biggest problem always is that people who has extra means and donot need make a business out of this investment and the person requiring it cannot afford it. We must take following steps. 1. Housing loan should not be given to people having a home or already availed a Home loan. 2. Housing loan should not be given to the Industry. It should be only given to individual once they have purchased the property in the project. 3. The industry gets loan and they misutilise it in hoarding cost

Existing is alright.The more you increase facilities, more number of people will come,and settle here, will always try to survive at their minimum & s So, try to convince the slum people to go back to their original location and help them to earn their living. Govt. has to keep strict vigilance, but never use force, and put people under inconvenience. Once you convince people to shift, you may spend some money for their shifting, but Delhi will be good with no electricity and water problems.

For urban housing habitat their should be creation of more flats rather than creating private houses, this will be help full in saving our precious land for agriculture or manufacturing units because urban areas are expanding toward rural areas of India and building of homes should be done on area where agriculture is not possible (waste land) by where planting a large number of small plants on pots will be help-full in creating balance of nature over their.

1. "ONE PERSON, ONE REALSTATE PROPERTY" make it mandatory all over India. 2. Property registration should be linked to AADHAR NUMBER, so that a real state property could be uniquelly identified. 3. Single storied slums should be replaced by multi story buildings and those people in slums should be allotted houses in those multi story buildings not free of cost but with some monthly fixed charges for very long period e.g. 25-30 years.
