The Government of India has been formulating National Housing Policies to provide guidance to the State Governments to meet the growing housing shortage. The first every Housing Policy was announced in May, 1988. The National Urban Housing and Habitat Policy (NUHHP), 2007 is currently under force. A copy of the same is available at http://mhupa.gov.in/policies/duepa/HousingPolicy.2007.pdf. It is desired that the existing policy be revised to reflect the changes in the past years and taking forward the objective of “Housing for All” by 2022.

In this regard inputs are elicited for new “National Urban Housing and Habitat Policy, 2015” on the following:

1. What should be the role of Government of India in promoting “Housing for All” by 2022?
2. What should the State Governments do in achieving the said objective?
3. What should be the role of ULBS’s?
4. What role can the State Housing Boards/Corporations and other state entities play in this objective?
5. What are the key learnings from Urban Local Bodies in implementation of housing programmes?
6. What role can the private sector play in “Housing for All” by 2022?
7. What is the role of industries?
8. What should be the role of individual?
9. How to mobilize financial resources for this objective?
10. What kind of legal and regulatory frameworks are required to facilitate housing in general and “Housing for All” in particular?
11. How can more urban land be made available for housing?
12. How can linkage between employment/livelihood and housing be made more robust?
13. How to promote new building technologies for faster, robust, sustainable and environment friendly homes especially mass housing?

The biggest challenge comes from supply water and then collecting the sewage. These two must be planned well ahead of the urbanization drive and high capacity water piper must be set up, so that the roads are not broken again to lay larger pipes again. Similarly, high volume sewage pipes must also be planned before high rise buildings come up. After water, the second problem with high density living in India is electricity. Our transformers are not able to bear the load and shut down frequently.

Sir, with increasing urbanisation there is an urgent need to step up efforts for affordable sustainable housing. Both horizontal & vertical expansion are needed, cities must have satellite townships to decrease the clogging of the CBD, inner city resources, most metropolises have poor living standards traffic clogged roads, extremely unhealthy air & noise pollution, lack of potable easily available water & poor sanitation. The manhours lost due to stress of urban living far exceeds the benefits.

Step 1.: Part 2 of 2: Total cost of correction or fixing the problem (Say 100 rs) should be deducted from the responsible officer(s) salary. Same amount (100 rs) should be paid into an account for housing development from salary of police and field officer or Gram Sevak or JE. Same amount of fine (Rs 100) should be collected by individual and put into the account. If it repeats more than 5 for any concerned than action to be taken.

Step 1.: Part 1 of 2: All land records should be digitized by fix date (say 15 Aug 2015 ) and marked as agricultural land and residential area or industrial area. All responsible authorities should held responsible if any unplanned development happens after that. If a single brick laid down than responsible officer (Panchayat, or DDA or Circle officer..) should be fined. Villages and small towns are more Vulnerable.

-::: From back post- So my motive is to say pm modiji is only pass the human birth control law ..activating from now.. In which couples are allowed to give birth only to maximum two child's..if any body seen to be not following his third or next child's should be adopted by government or strict action s should be taken against such persons.. Thus increasing the religious intolerance.. As there many ill- effects of increase in population, you can also get more on this in 8th and 9 th standard geography books... Sir dir this I would like to suggest that under this policy the roof water harvesting should be encouraged by the govt. Authorities and I think it should be made a complsory to all the builders and govt authority who develop the house or township or complex that they have install roof water harvesting system in them and also they have to install solar cells in it. The size of these system can be small in the beginning but will be increasing year aftr year.

Sir Ur promise of a digital India was really an inspiring one. But the state-owned BSNL is not ready to give broadband connection even in Corporation limits; what to say about remote villages. I had even complained to the Minister of IT&Communications. But no action has been taken in this regard. I am still waiting for a broadband connection at my residence at Kozhikode, Kerala. Kindly bring in a system in which the citizen's grievances will be given heed to by the public authority
