1. You may consider putting up complaint logging and grievance redressal mechanism through third party.
2. You may consider making banks top management accountable
3. You may consider simple and clear communication for masses rather than using complicated words.
4. A nominal referral incentive may as well be considered. Similar to earning carbon points, here referrals can earn govt cooperators points GCP under good citizen program GCP

Its a good initiation, but it would be more successful if bank provide little more rate of interest (apart from other benefit) to accounts under of this scheme.
By this way person, who is having account already will also open the account of their family member to get benifited of extra interest.
Also zero balance facility should only be given on certain terms & conditions, so that missuses of this scheme by the people & the bank employee to show their credit, can be minimized.

my suggestion for disposal of collected garbage
1) recognize present workers who collect garbage for their living
2) Support young unemployed youths to set up garbage process plants in cities and villages
3) Cost involved for equipment ( Chopper+ Incinerator) is around 8 lakhs.
4) This is in my opinion address both cleanliness and employment opportunity for young unemployed in our country

Some steps for yojana :-
1- adverstize it like election campaigns by grass root bjp workers.
2- banks should stick big posters on their walls to highlight it.
3- celebrities included like amitabh, aamir for polio. Same
