Inculcate discipline, integrity, loyalty, honesty in youth in schools. they will develop traits of decision making. NCC must be made compulsory in schools & colleges. Bureaucrats(present Rusted Steel Frame of INDIA) who join service must undergo a compulsory military training for 3 months so that they develop traits of service before self.

I propose that the government should set up 125 central universities, across Bharat, one university each for one crore population. Each university should have medical college, sports academy, center for tradition and culture in addition to science education and research. Engineering and management education should be left for IIT and IIM. Government should fund 100 crore annually for each university. Advantages: Medical and sports facility across Bharat and study of local traditions, culture

I know how teachers in rural govt. Schools bunk schools regularly and they have been supporter directly by their senior authority. They always kbow when vigilance will be made at their school and they attend the school at that particular day only or their leave request for the same day is provided to the officials. So why dont we take strict action on the head master or why not lets threat the school head master of strict disciplinary actions against him if any of his teacher bunk the school.!!

Need to indoctrinate children with strong leaders/mentors. Vivekananda, Gandhi, Sardar Patel etc etc. Also need to make sure youth are exposed to strong leaders (teachers/mentors) from an early age. Encourage school parliaments and make it mandatory for all schools to have leadership/social issue education. Youth parliament is also very important.
