Start a urban waste procurement company with an idea collecting recyclable waste materials from house holds. Attract people by saying " gIVE WASTES, TAKE Money", people should be paid in bank account if they give you recyclable waste material in pure form. Also collect biodegradable wastes IN PURE FORM from houses to send them to make manures. Also pay them. This might me just few rupees but people will like to save wastes for you in return for money. Only pure form is acceptable to you,just say

Biggest constraint in eliminating manual scavenging is the largest employer of India viz Indian Railways..This is ironical that India has the biggest network of railways and the most part of manual scavenging is done on the railway tracks. To eliminate manual scavenging, storing pits should be attached in the bathrooms of all the railway compartments which should be emptied on major railway stations the particular train halts. This would bring down manual scavenging by more than 60%-70%

Bio-Toilet is the only Solution. In Bio-toilet the stool is converted into water and gas ( mostly methane).. No left over. The water should be vaporiesd partly if possible and rest should be treated , shou not contaminate with fresh water.. This is scientific.. In india people do not clean the septic tank by own hand.. People of some lower cast (as public thinks) do this at high cost. So the size of the septic tank is much bigger than the internationally used toilets, to avoid frequent cleaning.
